How can a group of banks adjust the online trading limit of their accounts to facilitate the use of funds and prevent fraud?

Another group of banks have adjusted the online trading limit of their accounts, and some banks have a daily limit of less than 5,000 yuan.

Yangcheng Evening News All-Media Reporter Dai Manman

Recently, a number of banks have issued announcements, including bank of dalian Bank and Qingdao Bank, all of which have adjusted the transaction limit of non-counter payment channels. This move is considered to be the continuous advancement of the bank’s "broken card" action after cleaning up sleep accounts and strictly restricting account opening. According to online news, some banks even adjusted the daily limit of some personal accounts to less than 5,000 yuan, which aroused market concern.

What kind of accounts are likely to be limited? How should banks balance the convenience of customers’ use of money and the prevention of fraud? The insiders believe that it is not advisable for banks to adopt a "one size fits all" approach in the specific implementation process. Instead, they should strengthen the accurate judgment ability of risk control and build a refined customer management system to effectively serve the normal capital needs of customers.

ATM machines, online banking and mobile banking transactions are restricted.

It is understood that with the frequent occurrence of telecommunication network fraud and the stricter anti-money laundering management, many banks have adjusted the payment transaction limit of non-counter channels before. In the past month, a number of banks, including bank of dalian, Qingdao Bank, Huishang Bank, Tianjin Branch of China Bank and Shaanxi Branch of Postal Savings Bank, have issued announcements one after another, saying that they will adjust the trading limit of non-counter channels of bank accounts.

As for the reasons, many banks explained in their announcements that reducing the transaction limit of non-counter channels is a work requirement to strengthen the crackdown on illegal and criminal activities of telecommunication network fraud, and it is also a necessary means to prevent funds from being defrauded.

What is a non-counter channel? Simply understood, it refers to all channels, including ATM machines, online banking, mobile banking, etc., that do not conduct business operations "face to face" at bank counters.

For cardholders, the biggest concern is, what kind of cards will be limited? The Yangcheng Evening News reporter consulted a number of bank announcements and found that there is no clear "standard". For example, most banks said in the announcement that they will judge according to the historical use of accounts.

Huishang Bank’s announcement is slightly clear, and defines the scope of accounts for adjusting the trading limit of non-counter channels: Class I personal bank settlement accounts (including debit cards and passbooks) with no active transactions such as cash withdrawal and transfer for more than one year (including one year) and the account balance below 50 yuan (including); A Class I personal bank settlement account that has not logged into mobile banking or personal online banking for more than one year (including one year) and has an account balance below 10 yuan. The announcement particularly emphasizes that social security cards, medical insurance cards, military security cards and provident fund cards are not within the scope of clean-up.

To sum up, it is more likely that bank accounts that have not traded for a long time, have less account balance and have not changed will be restricted from trading.

Does it have to be "one size fits all" to prevent telecommunication network fraud?

It is worth noting that because the contents of the announcement are not clear, some bank customer service revealed in the process of answering questions that "the daily limit was adjusted to less than 5,000 yuan", which caused concern and some controversy. Some netizens said whether the bank has considered the convenience of customers’ operation when cleaning up their accounts.

Su Xiaorui, a senior consultant in the financial industry of Analysys, said that the bank’s adjustment of account limit is in the same strain as the previous actions such as clearing sleep accounts, which are concrete manifestations of strengthening account management and financial risk protection network. At a time when telecommunication network fraud cases are high, it will help to improve compliance and prevent accounts from being used by criminals.

But how to balance the convenience of customers’ use of money and the practical needs of preventing fraud? Su Xiaorui believes that although it is justifiable for banks to take measures for risk prevention and control, it is not advisable to adopt a "one size fits all" approach in the specific implementation process, which will hurt the experience of bank customers, and it will be a "customer rush" behavior for customers who just need to pay for large transactions, or it will lead to the loss of bank customers, which will also form unfavorable factors for the long-term development of banks themselves.

"Banks need to continuously improve the level of science and technology in terms of customer convenience and capital security, build a refined customer management system while strengthening the accurate judgment ability of risk control, and at the same time inform customers in time after adjustment and give corresponding solutions to effectively serve the normal capital needs of customers." Su Xiaorui suggested.

It is worth noting that relevant banks have also suggested that if the account transaction limit cannot meet the fund settlement needs, both public account customers and personal bank accounts can bring relevant documents and materials to the bank to apply for an increase in the limit.

However, how to save the "sole cost" of cardholders, or an aspect that banks need to pay more attention to next.

Guangdong financial industry strives to give consideration to risk prevention and control and quality service.

How to prevent and control bank account risks, effectively stop criminals from using bank accounts to transfer illegal funds, effectively meet the normal and reasonable account opening needs of enterprises or individuals, and provide customers with convenient, safe and high-quality bank account services? Guangdong’s financial industry is currently answering this "key question".

It is reported that in order to make overall plans for account risk prevention, control and optimization services, Guangdong Branch of the People’s Bank of China has instructed the banks in the province to focus on the service needs of key groups such as small and micro enterprises, individual industrial and commercial households, new citizens and college graduates, and on the basis of risk control, to implement simple account opening and negative list management, streamline account opening certification materials, simplify customer identity verification procedures, and continuously improve people’s sense of acquisition and satisfaction with account services. At the same time, guide banks to take the initiative to reduce the fees such as account opening fees, account management fees and annual fees, which are highly beneficial to the people, so as to reduce the burden on enterprises and help the people.

The data shows that by the end of June 2023, Guangdong banks had opened 5,023,600 accounts for key groups such as small and micro enterprises, new citizens and college graduates, and all bank outlets in the province supported simple account opening; Accumulated reduction and exemption of account service fees such as account management fees, annual fees and handling fees exceeded 2.71 billion yuan.

"Coordinating bank account optimization services and risk prevention and control is the due responsibility of financial institutions." The relevant person in charge of the Guangdong Branch of the People’s Bank of China said, "In the next step, the Guangdong Branch of the People’s Bank of China will take the promotion of classified management of accounts as the starting point, make overall plans for account optimization services and risk prevention and control, help improve the business and employment environment in Guangdong, protect the safety of people’s funds, and provide better payment service support for Guangdong’s overall economic and social stability."

Goodbye lover: a fairy tale for adults

When love disappears, how to say goodbye?

Text | Zhang jiaqi

Goodbye lover will have a big finale this Wednesday.

This is a "divorce variety show". The program group invited three groups of guests in different divorce States: Guo Keyu and Zhang He have been divorced for one year; KK and Tong Chenjie are facing the "seven-year itch" and are considering whether to divorce; Wang Qiuyu and Zhu Yaqiong have just entered the cooling-off period of divorce. They wrote the final answer to their marriage through an 18-day trip.

To some extent, this variety show has certain practical value. Guo Keyu asked in the program, "What if there is no love? Can you say goodbye with love? " Perhaps, compared with how to find love, how to deal with "post-intimacy" after love disappears is also an important topic for contemporary young people.

In fairy tales, the prince and princess go through thousands of difficulties, and the ending is always "live a happy life". However, real life is full of difficulties. When the pink filter was removed, Goodbye Lover wrote a sequel to the fairy tale, which was not perfect but true enough.

A sequel to a fairy tale

On January 1, 2021, the cooling-off period of divorce was officially implemented. Like all couples who want a divorce, Zhu Yaqiong and Lao Wang need to think hard for 30 days, and if they don’t change their minds, they can get a divorce certificate.

The difference is that their divorce cooling-off period was spent on a trip. As a pair of guests in Goodbye Lovers, together with two other couples, they started an 18-day long-distance trip in Xinjiang and confirmed their minds in the process.

This is a reality show variety around the topic of "divorce". According to the statistics at the end of 2020, the national average divorce rate is as high as 39.33%, and about four out of every ten married couples choose to divorce, with Jilin Province having the highest divorce rate of over 70%. And this data has been on the rise for 16 consecutive years.

Even in the case that divorce is so common, Goodbye Lover still takes some risks by choosing "divorce" as the incision in the marriage relationship. Ni Ping, a flying guest, also mentioned that it is not easy to show his marital status in front of a national audience. In this program, conflicts and collapses are frequent scenes, and even when recorded by the camera, it is difficult for the guests to control their emotions.

Wu Mengzhi, the chief producer, once mentioned that the most important part of the reality show is "selecting people". As long as the right guests are selected, the program will be 80% successful. In Goodbye to Lovers, three couples are in different stages of marriage, which also covers the problems existing in marriage relations in real life to a great extent.

As can be seen from the public opinion field, people’s attitudes towards marriage have changed dramatically over the years. This change is also reflected in the program. "Living together" is no longer the first priority of marriage. Compared with it, contemporary young men and women pay more attention to spiritual harmony and emotional resonance.

Therefore, how to manage a marriage well has become a more difficult proposition than before. Trivial matters are still obstacles to be overcome. In addition, intimacy has added more dimensions.

For Lao Wang and Zhu Yaqiong, the biggest enemy of intimacy is "way of thinking". When they got married, they didn’t hold a wedding or take wedding photos, which became a thorn in Zhu Yaqiong’s heart.

Zhu Yaqiong longs for romance and freedom, and pays attention to the sense of ceremony, while Lao Wang is a "pragmatic school". This collision in thinking is reflected in all aspects of life. In the program, Zhu Yaqiong mentioned a story many times: Lao Wang even counted down the hug between them.

The reason for Zhang He and Guo Keyu’s divorce is that they can’t walk into each other’s world. They belong to "flash marriage", and the decision to get married is rather hasty. After having children, they also lack time to cultivate their feelings, so there is a serious shortage of communication.

Do you have love after all? This is a problem that has always existed in this relationship. Contradictory personality and habits of work and rest make this couple, who have been married for ten years, become "the most familiar strangers". However, this is also the reason why this group of guests are most optimistic about remarriage: it seems that this 18-day trip turned out to be a few days when two people have known each other for so long.

In a link in the latter part of the program, the guests wrote the most impressive words of each other on the note and shared the story at that time. Most of these stories appear in the early days of love or marriage, belonging to young men and women who have just stepped into love. Wang Qiuyu will send a romantic short message "I’ll go while you’re here", and Guo Keyu is thinking about the flight time of Zhang He’s return trip.

The beginning of love is always written in great detail. There are sweet stories of love at first sight to provide fantasy, and there are also hundreds of love rules for reference. What "Goodbye Lover" presents is the "chicken feather in one place" staged after the end of the fairy tale.

No amount of sweet filters can hide the fact that marriage is on the verge of breaking up.

When KK and Tong Chenjie first appeared, they looked very loving. Even Guo Keyu teased them and came to participate in "The Romantic Travel of Wife". However, with the development of the program, the problems in the marriage relationship between KK and Tong Chenjie gradually exposed, and the audience suddenly found that these problems hidden under the iceberg seemed to be more serious.

This is the difference between Goodbye Lover and other marriage and love variety shows: when feelings are peeled off, each paragraph has its own bitter taste.

Love variety shows entered the era of 2.0 in China, starting with "Signal of Heartbeat". In March 2018, the Korean love variety "Heart Signal2" premiered. Although this program has been broadcast in the first season in 2017, it was not until the dog blood "love triangle" appeared in the second season that it caused a wider discussion in China, and it also made the "real world dog blood drama" become the key frame of love variety.

In the same year, Tencent Video purchased the copyright and launched the first season of Heartbeat Signal. In the form of the program, the Korean version was almost completely reproduced. They are all in love, superimposed with "reasoning" elements, and guessing the relationship between amateur guests has become a major attraction of this kind of variety show. Since then, Iqiyi, Youku and Mango TV have also successively launched programs such as Love You Me, Let’s Love, Dream Space and so on.

Although the forms are different, most of the love variety shows in the 2.0 era follow a similar "template", that is, strange men and women are "put" into the same field, and they can fall in love at will within a limited time.

This is the A side of the variety show of marriage and love, which provides people with the satisfaction of emotional needs. Taking CP has become the first meaning of this kind of program, and watching "Xiuluo Field" and love line reasoning has also increased the effect of the program.

Goodbye Lover is the B side of the variety show of marriage and love: here, the beautiful feelings are either suddenly revealed, or the stories presented have become a thing of the past, based on more real life.

A marriage can hardly exist independently between husband and wife. The simple "1V1 link" obviously only exists in the early stage of the establishment of intimate relationship. In the marriage relationship, there are more and more complicated issues to consider. This is the first truth shown in Goodbye Lover.

Dong Chenyu, a lecturer at Renmin University of China, mentioned in an interview with the media that Chinese should not only consider the relationship between the two parties in love, but also the relationship between the two families behind them. This is a marriage and love model with East Asian cultural characteristics. Therefore, compared with other love variety shows that focus on the early stage of love, there are many ties between the two in Goodbye Lover, which may be parents and children, economic status and social status, and even friends, colleagues and predecessors.

Take KK and Tong Chenjie as an example. The core contradiction between them is whether they should have a child. KK insisted that Tong Chenjie should have children, and the deeper reason was that he always lacked security in this relationship. In the program, he repeatedly mentioned that he was not from Shanghai, but moved to Shanghai for the sake of Tong Chenjie. He had no sense of belonging in Shanghai, and his economic situation and career development were not as good as that of his wife. All kinds of problems led to the pressure in his marriage relationship.

Besides, the influence of family of origin is also reflected in this program. Lao Wang mentioned in the program that he received a "genius education" since childhood, and his father was extremely strict with him, giving priority to criticism and lacking emotional communication, and he also used this model in getting along with Zhu Yaqiong. Huang Zhizhong hit the nail on the head and pointed out Lao Wang’s problem: "Wang Qiuyu is not a question of loving his wife, but he may not love himself."

The third truth lies in "conflict". In the "A-side" love variety, the conflict is necessary but unpredictable, and even "human intervention" is needed in the link setting. For example, the mini date link and the rule of "two-day and one-night group outing" newly introduced in Heartbeat Signal 4 are all aimed at enhancing the sense of conflict and adding uncertainties to the emotional line, thus improving the possibility of the emergence of "Xiuluo Field".

In Goodbye Lover, conflicts can happen anytime and anywhere. KK and Tong Chenjie quarreled repeatedly at the dinner table because of drinking. Even Yang Di, the "king of variety" who can be skilled in all kinds of variety shows, was at a loss when the war suddenly escalated.

After the pink filter faded, when the more real intimate relationship was presented naked to the audience, Goodbye Lover actually took a small step forward in the field of marriage and love variety.

"Heterogeneous"

Zhang He and Guo Keyu are the most vocal couples for "remarriage". Searching for their CP clips in bilibili has more than 50 pages. Some people joked on the barrage that everyone was "looking for candy in the glass."

This reflects a certain demand of contemporary young people: contemporary young people like to watch others fall in love more and more.

The drama series with the theme of love has changed from "romance" to "sweet pet", and "parents are short" has been eliminated, and the love-hate entanglement between the male and female protagonists has become the main plot, implying that all the surrounding plots unrelated to love have been stripped; "Ke CP" has become a hot trend, and the actors who play CP in the play need to continuously extend their business period to meet the imagination of fans. After the end of the drama, CP powder is also looking for the "evidence of love" between the two in real life.

Under such a trend, variety shows have also become the carrier of "watching love". Even in the talk show variety show, there are popular CPS such as "Snow Country Train" and "Mianli", which make countless people take the lead. Therefore, even in the marriage and love variety show "Goodbye Lover", which has already written the ending and completely stripped the filter, there are also audiences who are addicted to CP.

In the era of marriage and love variety 2.0 with making sweetness as the mainstream, Goodbye Lover is an alien. This is one of the reasons why it can’t move from the circle to the national explosion. Although the score of the program in Douban is as high as 8.7, the number of raters is less than 20,000, which is lower than the series of Heartbeat Signals.

Another reason may be that when intimate relationships become complicated, it is difficult for the public opinion environment at this stage to provide sufficient discussion space.

In the process of exposing the problems among the three pairs of guests one by one, the man’s problems are more obvious, for example, Lao Wang overlooks Zhu Yaqiong’s emotional needs, while KK is male chauvinist and alcoholic, so the male guests are quickly labeled as "love rat". Since then, whenever the woman makes some "weakness" actions, she will be evaluated as "one willing to fight and one willing to suffer".

Tong Chenjie was regarded by the teacher in the observation room as the person with the highest "love for business". After the fierce conflict between them, Tong Chenjie would take the initiative to resolve the conflict every time. But for some viewers, this "initiative" does not have any positive effect, because KK is obviously "hopeless".

However, these violent conflicts are actually only slices of married life, and marriage is a far more complicated proposition than imagined. Shi Xiuxiong, a psychological counselor, pointed out, "Now people are too arbitrary and judgmental when talking about marriage and love. No intimate relationship can be arbitrarily summarized by a few simple labels. "

Although it can’t be an "explosion", there is no doubt that "Goodbye Lover" has added a new perspective to the current variety show of marriage and love. Even the guests themselves were not sure at first what kind of program they were participating in. KK didn’t even notice the problems in their marriage, but Tong Chenjie decided to sign up. Zhang He also asked the program group before the show: Do you want to fix us up again?

"second time around" is a common bridge in romance novels. In Goodbye Lover, besides expecting the ending, it is more from observing others to observing oneself. Shi Xiuxiong mentioned that this program exposed the unharmonious part of the marriage relationship to the public’s field of vision, which was constructive for the audience, helped more people to know that their problems were not isolated cases, reduced the sense of shame and learned to accept themselves.

In addition, not all divorced couples are "old and dead", especially in the case of a long marriage, property can be divided, but it is difficult to completely separate each other’s social circles, family members and even children. Therefore, when the marriage relationship comes to an end, it is necessary to start a new relationship.

Lao Wang and Zhu Yaqiong have known each other for more than twenty years, and they have become an inseparable part of each other’s lives. After the divorce, they may be able to reopen a "friend relationship". For Zhang He and Guo Keyu, how to start a new relationship is more important than whether to decide to remarry. Many viewers mentioned, "They don’t need to remarry. They can start from falling in love and go through the normal process."

For a generation that is lonely and afraid of intimacy, the sweet love in marriage variety shows is to satisfy the fantasy of "fairy tales", while Goodbye Lover is more like a fairy tale for adults, which provides a reverse value-"Seeing the complexity of a broken marriage will make you have a correct expectation for marriage."

The Dilemma of Love Variety: Truth or Conflict?

Controversy in Geng Yanbo: The citizens petitioned twice to be in power, and some people continued to report.

From a farmer’s son to the former "demolition mayor" of Datong, and then to the mayor of Taiyuan, who was concerned by public opinion, Geng Yanbo always had a distinct personality. CFP data

Thin and dark face, big earlobe, single eyelid, small eyes, age of 56 years old and long-term overwork pressure all appear in the shadow of the gullies on both sides of Geng Yanbo’s eye bags and nose.

He can’t keep a low profile.

Although they have been the mayor of Taiyuan for one year and nine months, some Datong citizens are still expressing their reluctance or anger towards the former mayor of Datong in various ways.

Previously, The Paper (www.thepaper.cn) once reported exclusively that on October 18th, three days after Feng Lixiang, then secretary of Datong Municipal Party Committee, was dismissed, nearly 1,000 citizens of Datong gathered in Heyangmen Square to petition-hoping that Geng would return to Datong as secretary of the Municipal Party Committee.

This petition made Geng Yanbo once again a hot topic of public concern. The last larger gathering took place in February 2013, after Geng’s transfer to Taiyuan was exposed. A massive petition for retention began on February 12, 2013 and lasted for nearly a week. Many Datong citizens knelt down, put up banners and shouted slogans.

On the other hand, some Datong people whose interests have been damaged by the demolition led by Geng continue to report and petition.

From a farmer’s son to the former "demolition mayor" of Datong, and then to the mayor of Taiyuan, who was concerned by public opinion, Geng Yanbo always had a distinct personality.

Whether he likes it or not, controversy has always been a word that Geng Yanbo can’t avoid. From now to the next few years, he will also become a sample for the academic media to explore the selection and appointment mechanism of party and government leading cadres in China.

Urban construction philosophy facing the test

It is common to meet Geng Yanbo in Taiyuan.

Tall and thin, standing on a pair of dusty old leather shoes, he spent most of his time inspecting the construction site and leading dozens of people to do on-site work-the image of Geng Yanbo has always been like this for many years.

"Mayor of Urban Construction" is a relatively neutral title given to him by the outside world.

Last year, Geng Yanbo’s "record" was brilliant: 105 urban primary and secondary trunk roads, such as Bingzhou Road and Fudong Fuxi Street, were newly built and rebuilt in Taiyuan, and the trial section of Rail Transit Line 2 started. The framework of urban construction in Taiyuan this year is to invest 17 billion yuan to transform many road and bridge projects such as Changzhi Road, Nanshahe Road and Yingbin Bridge.

        But things are changing.

"At this time in previous years, urban construction planning has been introduced, and it has not yet come out this year." On November 12th, Director Yang of the Outreach Office of Taiyuan Municipal Foreign Affairs Office jokingly said, "Some people say that Mayor Geng is sad."

Because of the relocation and compensation, people’s complaints and reports to Geng Yanbo have never stopped. "Geng’s demolition" and "Geng’s finger" are critical comments he received.

"Geng Yizhi" means to tear down Geng Yanbo wherever it refers.

On September 1st, Wang Rulin, the new secretary of Shanxi Provincial Party Committee, left the second stop of his research to Taiyuan.

On October 12th, at the symposium on investigation and investigation in Taiyuan, Wang Rulin seriously criticized the urban construction work in Taiyuan, for example, the starting point of planning was not high, and some plans were also hung on the wall, such as "emphasizing face over lining" and "emphasizing ground over underground" in urban construction. Wang Rulin’s words are very heavy.

A whole month later, on November 12th, Wu Zhenglong, the new member of the Standing Committee of Shanxi Provincial Party Committee and secretary of Taiyuan Municipal Party Committee, stressed at the special meeting on urban construction work that, according to the requirements put forward by Secretary Wang Rulin, we should adhere to the principle of "people-oriented, giving priority to people’s livelihood, highlighting key points, solving urgent needs, paying more attention to" face "and" lining ",paying equal attention to the ground and underground, and giving equal attention to construction management.

In the picture broadcast by Taiyuan TV News Channel that night, Geng Yanbo didn’t speak, and there seemed to be no expression on her face.

"Leave more legacy and less regret." "I would rather be scolded for a while than for a thousand years." From Yuci in Jinzhong, to Taiyuan, and then to Datong, Geng Yanbo often encourages himself and others around him.

However, Geng Yanbo, who is good at urban construction, has to slow down or even stop at present, and his urban construction philosophy is facing a test.

Unfinished famous city plan

Previously, Geng Yanbo’s official career was fairly smooth.

In November 1958, Geng Yanbo was born in heshun county, Jinzhong City.

Although Geng Fu was a village party secretary, he was always a farmer with his back to the loess. Being strong, hardworking and hard-working, like a smooth accent, have been branded on Geng Yanbo since then.

At the age of 18, Geng Yanbo got his first job in life and worked as a director in the communication group of Heshun County Committee.

But he doesn’t intend to stay in the county forever. After finishing junior college, he was transferred to work in Jinzhong area, and served as the director of the Youth League Committee and the Taiwan Affairs Office in Jinzhong area.

In 1983, 25-year-old Geng Yanbo tried again to get a chance to improve himself through hard work. He took part in the selection examination of the Chinese Department of Shanxi University.

In the early 1980s, the Organization Department of Shanxi Provincial Party Committee set up a cadre training class in Shanxi University to train on-the-job cadres. One of Geng Yanbo’s classmates recalled to The Paper that in 1983, about 300 people in the province took the exam, and 50 students were selected according to the test scores, and Geng was the second.

Two years later, Geng Yanbo returned to Jinzhong with his two-year study. He has been working from the deputy section chief to the deputy director of the prefectural party Committee office. His main job is to write materials for the leaders.

Finally, high flyers, from the Chinese Department of Shanxi University, came into play.

In April, 1993, Geng Yanbo was appointed as the deputy secretary of Lingshi County Committee of Jinzhong City, and became the county magistrate of Lingshi two years later. In March 2000, Geng became the secretary of Yuci District Committee.

In February, 2004, Geng Yanbo left the local area briefly and became the Deputy Secretary-General of Shanxi Provincial Government and the Director of Provincial Government Organs Administration Bureau.

After the experience in Lingshi and Yuci, Geng Yanbo’s resume has added a bit of grass-roots experience, and he has more thoughts and experience in urban construction. In June 2006, when he was appointed as the Standing Committee of Taiyuan Municipal Committee, deputy mayor, and in charge of urban construction, he had high hopes for himself.

"2007 is the year of urban construction in Taiyuan." At that time, Geng Yanbo confidently proposed that Taiyuan should "build a new city, transform an old city and excavate an old city".

According to his vision, Taiyuan will "do a big job" in 2008, and the total investment in urban construction will reach 20 billion yuan.

However, he has been in Taiyuan for less than two years. In February 2008, Geng Yanbo received a transfer order and became the deputy secretary and acting mayor of Datong Municipal Committee. Before taking office, he begged the Shanxi Provincial Party Committee: "I hope I can work in Datong for at least one session."

During the five years in Datong, Geng Yanbo made great efforts to revive the famous historical and cultural city, and won the label of "mayor of demolition" given by the media in one fell swoop, becoming a well-known "controversial official" in China.

In February 2013, a pile of unfinished projects in Datong was left behind, and Geng was transferred back to Taiyuan, and later became the mayor of Taiyuan.

Known as "the creator of the trump card scenic spot"

"It’s a man who can do things."

Both people who are familiar with Geng Yanbo and ordinary citizens who have never met him have made such comments on Geng.

When he was in power, Geng Yanbo did do a lot of livelihood projects, which also captured a large number of people’s hearts for him.

In Yuci District, Jinzhong City, many citizens are still talking about the construction planning of Geng Yanbo’s "Eight Roads and Nine Districts", widening Yingbin Road and Yutai Road, and building new industrial parks, Yuci Cultural Center, Yuci No.2 Middle School and Yuci District Committee and Government Office Building, which have received many praises.

In Datong, what people talk about most is Geng Yanbo’s measures to dismantle small boilers, provide central heating and improve urban environment and traffic.

In Taiyuan, taxi drivers walking on the viaducts of East Central, South Central and Changfeng Street will inevitably boast of Geng Yanbo: "These roads were built after Mayor Geng came."

"It took him five years to do what others did in 50 years, and it took him five years to spend the money that others spent in 50 years." Cheng Qing (not his real name), who worked with Geng for many years in Jinzhong, said that Geng Yanbo always has one characteristic, and he can always leave something behind where he stayed.

In Cheng Qing’s view, Geng Yanbo has a strong view of political achievements. Even during his tenure in Shanxi provincial government, he was ordered to rebuild and expand Jinci Hotel. Afterwards, many media quoted folk comments that the expanded Jinci Hotel was "beautiful and exquisite".

Geng’s style of "officer-in-charge" is very similar to that of a former main leader of Jinzhong District Party Committee and Taiyuan Municipal Committee, and therefore he has gained a lot of appreciation from the leader.

"He is the deputy mayor of Taiyuan, which is what the leader is going to do." Cheng Qing said.

Even in the cultural concept, Geng Yanbo is quite similar to this leader. During his tenure as the main leader of the Propaganda Department of Shanxi Provincial Committee, the latter also vigorously promoted Shanxi’s traditional history and culture, hoping to shape a strong cultural brand.

Geng Yanbo is an expert in building historic sites.

Hou Tingliang, former curator of the Wangjia Courtyard Folk House Art Museum in Lingshi County, described Geng Yanbo as "the creator of the trump card scenic spot". During his administration of Lingshi, Geng Yanbo presided over the restoration project of Wang Family Courtyard, which was the first in tourism in Lingshi County.

In fact, the well-known domestic attractions such as Yuci Old Town, Changjia Manor, Datong Ancient City Wall, Yungang Grottoes, Huayan Temple and Shanhua Temple were all developed or renovated under the auspices of Geng Yanbo.

Geng Yanbo’s complex of traditional culture has enabled him to find opportunities for full display in every post.

Soon after taking up his new job in Datong, he wrote "Datong Fu"

Geng Yanbo himself once said that he has a unique complex for China’s traditional culture.

"I can never get tired of reading the Book of Changes, the Four Books and the Five Classics." He once admitted that he had a special liking for ancient classics such as Chinese studies.

A classmate in Geng Yanbo remembers that he studied hard at Shanxi University and went to the library with five or six books every day.

"He is a student of the Chinese Department, and his love for traditional culture is the proper meaning of the title. He loves to read some excellent classics, including the Book of Changes." Li Ershan, former president of Datong Daily, recalled to The Paper. He and Geng Yanbo were classmates of the Chinese Department of Shanxi University.

It is rumored that Geng Yanbo can recite the Analects of Confucius in its entirety, but it is impossible to prove whether it is true or not. However, Li Ershan remembers, "Because he was keen on the birth of Confucianism, (Geng Yanbo read the Analects of Confucius) more accurately, which was once used as morning reading."

After getting busier and busier at work, Geng Yanbo still finds time to read, even if he gets up early and comes home late.

Later, reading was not only an interest, but also a starting point for his work. In every big renovation of historic sites, he always stressed that the basis of restoration comes from history books.

Taking the ancient city wall of Datong as an example, Geng Yanbo asked to make ancient things with ancient techniques, "re-build kilns, re-burn bricks, and use lime instead of cement".

Yin Xian, president of Pingcheng North Korea Research Association, believes that this is very difficult.

Geng Yanbo also loves to write poems, but because he doesn’t know much about Pinge, Yin Xian sometimes puts forward some suggestions for revision.

When Lingshi was in power, Geng Yanbo once compiled his own works into an integrated book, named "The Refined Stone Collection". The book selected some couplets, inscriptions and prose works written by him during his administration of Lingshi.

When he worked in Yuci to restore Changjia Manor, Geng Yanbo left a pair of couplets: Yan lived in the countryside, listened to the frogs, and moved between the mountains and rivers. Being indifferent is the foundation of life; Wealth takes the world, expands the long road to Wan Li, and serves the country as a man’s responsibility, but wealth is nothing but a cloud outside.

In 2009, Geng Yanbo, who worked in Datong for a short time, wrote an essay "Datong Fu". This work first appeared in Datong Urban and Rural Planning Exhibition Hall, and later became one of the local cultural symbols.

This "Great Harmony Fu" has also become one of the bases for questioning Geng Yanbo’s "putting on a show".

In 2012, teachers and students majoring in calligraphy in Datong University wrote Datong Fu in various styles and held a theme exhibition. Geng Yanbo, then mayor of Datong University, attended the launching ceremony.

The construction unit would rather give up the advance payment.

Although Geng Yanbo is literary, he is not weak.

When he was a county magistrate in Lingshi, Geng Yanbo’s persistence enabled him to carry out the renovation plan of the Wangs’ compound.

At that time, Geng Yanbo proposed to repair and develop the Wang Family Courtyard, but other leaders in the county did not agree. "But Geng is the county magistrate, and he has the final say and finally developed it." Xiaokang magazine once wrote.

This is roughly consistent with the recollection article written by Hou Tingliang.

Hou Tingliang recalled: "Although the county was financially strapped at that time and many people opposed it, he did not hesitate to invite researchers, set up a restoration headquarters and made a restoration plan."

In order to promote the Wangs’ Courtyard as soon as possible, Geng Yanbo kept writing some articles about the Wangs’ Courtyard and publishing them in the media. Every time he goes out, he takes a big bag of publicity materials and gives them out in person.

In order to achieve the goal, Geng Yanbo’s "persistence" sometimes becomes "bullying".

In February 2008, Geng Yanbo was transferred to the mayor of Datong. At the first working meeting, he issued a "stop construction order"-all projects under construction within the protection scope of Datong ancient city must stop construction unconditionally. This left the impression that Geng Yanbo was very "overbearing" to the local officialdom.

A person familiar with Taiyuan told The Paper that a hotel in the third phase of Wanguocheng Community in Taiyuan was originally planned to be 8 floors, about 30 meters high, but Geng Yanbo asked the developer to build a 150-meter landmark building. Today, this capped hotel is "not covered or demolished, and it will go away."

In terms of engineering construction, Geng Yanbo’s "hegemony" is even worse.

Geng Yanbo often leads the bidding of projects, "keeping the price very low." Yin Xian said. At the same time, the engineering unit can’t do ghosts here in Geng Yanbo.

Hou Tingliang mentioned in the article that when the restoration project of Hongmenbao in the Wang Family Courtyard reached its peak, Geng Yanbo went out to study and didn’t arrive at the construction site for several days. When he came back, he found that there were two projects on the surface, which were not done according to the ancient system and the specifications required in advance.

"For this reason, without saying anything, he severely reprimanded the person in charge of the project and ordered all of them to be dismantled and reworked. Similar to the case of rework after his review, I don’t know how many times it happened in all aspects during the repair period. "

Cheng Qing told The Paper that during Geng Yanbo’s work in Jinzhong, many engineering units would rather give up the funds paid in advance and choose to run away in order to stop losses, and the rest of the projects often had to be handed over to other units.

In this way, the Geng Yanbo bid project achieved "low input and high output" to some extent.

I fainted several times at the construction site and the meeting.

        "Supersmart, bold and desperate."

A retired cadre of Datong Army Division commented on The Paper and Geng Yanbo.

Geng Yanbo once fainted several times in Datong’s construction site and meeting place. In an interview with The Paper, many people familiar with the matter mentioned this point.

I get up at five o’clock in the morning and go to the construction site. I spend most of my time working on the spot. I don’t finish my work until after eleven o’clock at night, even until one or two in the morning, and I sleep for five hours on average. Have a fever, wash your face with cold water and continue to work. After the operation, the doctor warned him to rest for 20 days, and he disappeared on the fourth day. Buy two fried dough sticks or sesame cakes on the roadside for breakfast, and usually have a bowl of Daoxiao Noodles for lunch.

Some media once described Geng Yanbo in the above passage-he "will push the limits of his body for work".

Yin Xian told The Paper that Geng Yanbo was at the construction site during the day and would continue the meeting at night. All the speeches were written by himself, and the staff "couldn’t find him in the office, but they all grabbed their signatures between meetings". This makes his physical condition very bad.

According to people familiar with the situation, during the period of Datong, Geng Yanbo’s wife had no choice but to let her son who worked in Beijing come back one day a week, forcing him to rest.

Because of his love for his son, Geng Yanbo took a rest consciously.

His son is his pride. According to Cheng Qing’s memory, Geng Yanbo’s son walked to Beijing University of Posts and Telecommunications from Yuci No.1 Middle School that year. Geng also told the media that his son studied at Cambridge University in England and is now the head of a branch of a commercial bank in Beijing.

"What I can’t stand most is the waste and waiting of time. I have been racing against time all my life." As a result, Geng Yanbo is always in a hurry, and often leaves other staff behind during site inspection.

This "Geng Yanbo speed" is also reflected in his urban construction work.

Located on Yingbin West Road, Yuci District, Yuci District Government Office Building covers an area of 110 mu, with a total construction area of 27,300 mu. It is luxurious and magnificent, but it was a "nine projects" in those years.

Yellow River magazine wrote in a documentary literature about Geng Yanbo that according to Yuci finance at that time, it was unthinkable to build a building. I have no money, and I can never give a penny from above. Therefore, we can only work hard in a state of mind similar to "sneaking around".

"Stop, retreat, wait for criticism? This is not Geng Yanbo’s character. So he wore the hat of’ Nine No Projects’ and slowly gave birth to glory. "

In September 2009, it was revealed that the Yungang Grottoes Scenic Area, which Geng Yanbo personally participated in the planning and design, was constructed without approval, which attracted the attention of National Cultural Heritage Administration, and the construction of Yungang Grottoes Scenic Area was once forced to stop and demolish.

On January 5th, 2011, Geng Yanbo, then mayor of Datong, was interviewed by Beijing Bureau of State Land Supervision of Ministry of Land and Resources. Of the 375 new construction land in Datong in 2009, 179 were illegal.

Many subordinates have suffered on their behalf.

Geng Yanbo’s positive action has become a mirror in front of other officials in Shanxi, which makes some officials seem to be doing nothing.

Feng Lixiang, former secretary of Datong Municipal Committee, enjoyed such "treatment" during his five years working with Geng Yanbo. On October 15, as soon as the news of Feng Luoma came out, firecrackers came out in Datong City.

When they worked together in Datong, Feng Lixiang was annoyed that Geng Yanbo often made headlines and his own news was less. To this end, the local media made special adjustments-increasing the content of the secretary as much as possible. If the secretary and the mayor have separate activities on the same day, it is necessary to ensure the layout of the secretary.

However, none of Geng Yanbo’s grand plans can be carried through to the end. Dramatic urban construction has left the city he presided over heavily in debt, and his successors are unable to do anything.

Take Yuci Old Town as an example, the second phase of the old town project has not been completed after Geng Yanbo left for ten years. The supporting facilities are not perfect, and there is also a lack of motivation to attract investment. Today’s Yuci Old Town looks a little run-down.

His way of doing things has also made many officials feel uncomfortable.

"Geng Yanbo is very efficient and often doesn’t follow the routine. For example, if there is a problem with the power supply of a construction project, he will not look for the deputy secretary first, and the deputy secretary will look for the director of the Urban Construction Bureau, and the director of the Urban Construction Bureau will look for the head of the power supply company. The person in charge of the power supply company will finally implement this matter. He often directly looks for the manager of the power supply company or even the relevant business person in charge of the specific power supply company. " Ji Yadong, who worked as a secretary for Geng Yanbo for half a year, once recalled to the media, "He often directly gathered these related business leaders to hold on-site work meetings."

In addition, Geng Yanbo’s bold and even slightly radical style of doing things often implicates his subordinates to suffer on his behalf.

In 2009, the Yungang Grottoes Scenic Area was ordered to stop construction by National Cultural Heritage Administration because it did not perform the relevant procedures without authorization.

Although the matter was finally solved, at that time, many officials, including Zhang Zhuo, president of Yungang Grottoes Research Institute, and Gao Dongsen, director of Datong Cultural Relics Bureau, were given administrative warnings.

In 2011, after Geng Yanbo was interviewed, Hao Yuesheng, the vice mayor in charge of land and resources, was punished by administrative demerit.

Cheng Qing told The Paper that when Geng Yanbo worked in Yuci District Committee of Jinzhong City, he had conflicts with almost every member of the Standing Committee and deputy mayor of Jinzhong, and the relationship was very tense.

Geng Yanbo once admitted to Yin Xian that he had a bad temper.

In 2004, before leaving Yuci, Geng Yanbo said very sincerely, "In recent years, I have been impatient in my work, criticized more comrades, and was not calm about comrades. I often criticized comrades wrongly and hurt many comrades."

However, Yin Xian emphasized that Geng is actually a sentient and righteous person. Geng Yanbo once personally apologized to a young man because he had touched him. Later, the young man was promoted to the technical director of an important department in Datong.

The contrast is obvious. What Geng Yanbo has left to the citizens is more people-friendly.

During their tenure in Datong and Taiyuan, many citizens can often see "totally embarassed" Geng Yanbo on the construction site, holding drawings and pointing fingers.

Yin Xian recalled that once when Geng Yanbo was looking at the components of an ancient building in an antique shop, a citizen suddenly came in and knelt down, shouting "Mayor Geng …" Geng Yanbo’s secretary was about to catch someone, and he scolded him: "Can you come in and no one else can come in? !”

Unresponsible "public opinion"

Yin Xian used two "don’t have the heart" to express to The Paper the mind of the majority of people who are quite Geng.

"I can’t bear to see the ruins of Pingcheng in the Northern Wei Dynasty and the antiquities of the ancient city being destroyed intentionally or unintentionally. I can’t bear to see the living environment of Datong deteriorating and the status of Datong becoming increasingly marginalized." In Yin Xian’s view, most Datong citizens hope that the municipal party committee and government will protect and build this famous historical and cultural city.

"Most of what Geng Yanbo did after he became mayor is in line with my wish." Yin Xian said.

This feeling finally broke out before Geng Yanbo left.

On February 3, 2013, the front page of Datong Daily published a public notice that Geng Yanbo was identified as the "Party Secretary" by the Organization Department of Shanxi Provincial Committee.

However, on February 7th, Geng Yanbo was immediately appointed as the deputy secretary of Taiyuan Municipal Committee by Shanxi Provincial Committee, and the next day, the Standing Committee of Taiyuan Municipal People’s Congress appointed Geng as the deputy mayor and acting mayor of Taiyuan.

After the news of Geng Yanbo’s transfer spread, a massive retention petition was held in Datong. From February 12 to February 17 of that year, many Datong citizens poured into the streets, and some people put up slogans such as "Mayor Geng, come back".

A person familiar with the matter told The Paper that on the fifth day of the petition, Jin Daoming, then deputy secretary of the Shanxi Provincial Party Committee, rushed to Datong late at night to convey the instructions of the provincial party Committee and characterized the event as an "illegal gathering".

However, the voice of doubt goes hand in hand.

Some people think that the petition started on the third day of the New Year’s Eve. In a place like Datong, it is incredible to make a lot of banners, slogans and photos at once.

There are also rumors that many petitioners are hired by builders because they are worried that they will not get the money and the project will not go on.

After this petition, Geng Yanbo dared not return to Datong.

"Because I was looking for who was behind the’ illegal assembly’ at that time, I was afraid that he was inciting it." Yin Xian said.

Geng Yanbo’s luggage was packed by the secretary and sent to Taiyuan. The young secretary was also left in Taiyuan by him.

Coincidentally, one year and nine months after he left Datong, another petition came unexpectedly.

On the afternoon of October 15 this year, after Feng Lixiang, then secretary of the Datong Municipal Party Committee, was dismissed, more than 100 Datong citizens set off firecrackers, pulled banners, shouted slogans and sang the national anthem at the gate of the Municipal Party Committee. This behavior was once again defined as "illegal assembly" by the public security organs. According to Datong officials, three Datong citizens were sentenced to administrative detention on the same day.

On the morning of October 18th, nearly 1,000 citizens of Datong gathered in Heyangmen Square to criticize Feng Lixiang, hoping that Geng Yanbo would return to Datong. Before and after the petition on that day, many Datong citizens were also administratively detained.

Once again, Geng Yanbo has been placed at the center of the storm of public opinion, and is undergoing a more intense test.

More than a month has passed, but the new secretary of the Datong Municipal Party Committee has not arrived yet.

Andy Lau and the young monk played the seven-star boxing "New Shaolin Temple" to celebrate the New Year.

Andy Lau plays boxing with Shaolin monks.

Andy Lau Happy New Year.

Seeing off the ox and welcoming the tiger, Andy Lau, who is busy filming Chen Musheng’s new film "New Shaolin Temple" in the Mainland these days, took advantage of the rest of the crew during the Spring Festival to rush back to Hong Kong to spend the New Year with his family. There are many Chinese New Year programs. Besides cooking a delicious vegetarian meal for my family, I also play a set of seven-star boxing with a group of young monks from Shaolin Temple to keep fit. I wish you all a prosperous new year.

Since the film "New Shaolin Temple" was filmed in the mainland at the end of last year, Hua Zai and a group of actors Nicholas Tse and Fan Bingbing have been busy, and during this period, they also experienced a sudden snowstorm. Although they couldn’t start work on the snowy day, Hua Zai, who was prepared at the scene, talked and laughed with a group of young monks and spent a warm day to cultivate their feelings. Therefore, on the day when the five little monks and Hua Zai’s brother practiced together to take a New Year’s photo, they not only put on their new shirts and their favorite small cloth shoes, but also clamored for their senior brothers to take them to the barber shop to have their hair cut. They wanted to dress up beautifully and take a photo with Hua Zai’s brother, and they were very excited.

On the day of shooting, five young monks met with Hua Zai’s brother. At first, they seemed a little shy. Full-fledged fans met idols. Especially when they were around Hua Zai to teach them to write calligraphy, they were too nervous to move or laugh casually until Hua Zai’s brother wrote the eight characters "The new Shaolin Temple is full of tigers and tigers" and signed it "Hua Shu". One of the young monks asked curiously: Who is "Hua Shu"? Hua Zai smiled and patiently solved this interesting puzzle for the little monk and said, "‘ Huashu ’ I wrote it. My name is Andy Lau! China is me, ‘ Book ’ It means writing. " The little monk suddenly realized, smiled and nodded "Ah".

Hua Zai asked the little monk what words he still wanted him to write on this couplet. One of the young monks blurted out, "Pig!" (Mandarin pronunciation), Hua Zai asked the little monk with a puzzled smile, "What? ‘ Pig ’ ? ” The little monk quickly explained, "No, no, it’s ‘ Wish ’ (Mandarin pronunciation) Happy New Year ‘ Wish ’ , not ‘ Pig ’ 。” Brother Hua Zi said with a sigh of relief, "Ah! It turned out to be ‘ Wish ’ I thought you asked me to write ‘ Pig ’ … Am I stupid? " The little monks laughed shyly, and the scene was full of joy.

After appreciating Huazai’s calligraphy, it was the little monk’s turn to display his housekeeping skills and play Qixingquan with Huazai. This group of young monks, aged from six to twelve, were just humming Huage’s New Year song: "Congratulations on your fortune, congratulations on your fortune … …” This side has posed for a serious seven-star boxing, and Hua Zi, who has been practicing seven-star boxing for more than two months, has already played the whole set of boxing well, keeping pace with the little monk in front of him and keeping pace with each other.

In order to take pictures of everyone’s happy smiling faces, the photo-taking sister at the scene had a brainwave to teach everyone to shout slogans. The photo-taking sister repeatedly asked the little monk, "Is watermelon sweet?" Is Brother Hua Zai handsome? Is the new Shaolin Temple great? " Every time a question is called, the little monk smiles in unison and answers one by one: "Sweet, handsome and cuddly", so that everyone can squeeze out a natural and happy smile. The innocent and lively little monk makes Hua Zai laugh.

The little monk and Huazai learn kung fu and get along well with each other while taking New Year photos and playing boxing. The youngest one suddenly quietly walked up to Huazai’s brother to perform the boy’s kung fu and come with a horse, which was very interesting, but he turned around and bumped into Huazai. He was embarrassed and said to Huazai’s brother casually: "sorry!" That is, walking back to the little monk pile, the scene is very funny. The little monk also brought his own notebook and pen, and asked Hua Zi to sign it as a souvenir. Hua Zi was also very good at making children happy and funny from time to time, which made the serious little monk smile almost all the time.

Facing this group of innocent little monks, Brother Hua said with relief, "The children are so naive and lively. I used to learn Seven Star Boxing for the film, and everyone practiced with me. The atmosphere is good. I believe we can establish friendship with them during filming. In addition to the little monk, I started working with Nicholas Tse and Fan Bingbing, and the shooting was smooth and I was very happy. Before I started working in Hengdian, I encountered a blizzard, which was so cold, so I already felt the atmosphere of the New Year. "

When it comes to the wishes of the Year of the Tiger, Hua Zai hopes that everyone will live a happy and harmonious life and lend a helping hand to those in need, so that everyone will live a warmer and happier life.

As for the New Year’s Day every year, Huazai must cook a delicious vegetarian meal for his parents and family to taste. Huazai said, "When I was a child, I grew up in the village, and firecrackers were set off every New Year, but it was forbidden to burn firecrackers at home, and the family played sanitary mahjong together. I have a habit of making a gown and pouring tea with my parents every spring. I think this will be very atmospheric, and this year is no exception, but I have to choose the color of the clothes. Because many colors have been worn. "

A monthly salary of 10,000 yuan is illiterate: the certificate is bought by the seller who used to be a gold medal.

Li Xiaoman bought more than 20 maternal and child nurse practitioner certificates.

It has become the demand of many urban families to have children and hire a new moon. However, employers pay high salaries to Yueyue, but they don’t know that some Yueyue have not received formal training at all, and the relevant qualification certificates they hold are bought.

On November 29th, Li Xiaoman of Shanghai Aier Home Economics Center was prosecuted by Shanghai Qingpu District Procuratorate for the crime of forging the certificates of state organs.

"Senior Lunar New Year" can’t read

In June this year, Ms. Zhang, a Shanghai parturient, invited an aunt Wang from a housekeeping company at a price of 10,000 yuan per month. She had a certificate of nurse practitioner, a senior mother and baby. After a few days, Ms. Zhang felt that Aunt Wang’s service level was very general.

By chance, Ms. Zhang found that the new moon could not read. This makes Ms. Zhang very puzzled: if she doesn’t even know the words, how did her certificate come from? Aunt Wang was forced to tell Ms. Zhang that her certificate was bought.

Ms. Zhang thought that she paid a high salary but didn’t get good service, so she reported the case to the public security organ.

Police investigation found that Aunt Wang was not the only one who bought the mother-infant nursing certificate. The police seized more than 20 mother-infant nurse practitioner certificates from Aier Home Economics Center on the spot.

At the same time, Liu Wen and others reported to the public security organs for several months, claiming that Li Xiaoman of Aier Home Economics Center collected their money and lied that he could help them find an employer. As a result, he failed to keep his promise for a long time and asked the public security organs to severely punish Li Xiaoman.

An unfulfilled promise of "high salary"

It turned out that in June 2017, Liu Wen studied the basic skills of maternal and child care at Shanghai Gongxin School. Li Xiaoman went to their class to do publicity. At that time, Li Xiaoman promised to go to Aier Home Economics Center to ensure that the students could find an employer within one week, and everyone could get three certificates certified by the state, such as baby nurses and maternal and child care, with an annual income of 80,000 yuan to 100,000 yuan.

Look at what she said, many students believe it. On June 28th, Liu Wen and several students came to Aier Home Economics Service Company. Li Xiaoman asked Liu Wen and them to sign a contract and pay three fees, one is 200 yuan’s accreditation fee, the other is 5,800 yuan’s on-the-job guidance fee, and the other is 1,700 yuan’s billing service fee. She promised that the starting salary for Liu Wen’s first job was 8500 yuan.

Liu Wen immediately transferred RMB 2,700 to the micro-signal of a "Teacher Mu" hired by Li Xiaoman through WeChat transfer as the first payment. Still owed 5,000 yuan, and Liu Wen had no money to pay. Li Xiaoman asked Liu Wen to go to the microfinance company to handle the installment payment business. She asked Liu Wenxian to go to the bank to get a bank card, and gave the bank card and password to Li Xiaoman for safekeeping. Then Li Xiaoman collected the ID cards of Liu Wen and others, and asked them to fill in a personal resume, as well as an installment payment contract, asking them to complete the installment payment operation on the official website of the microfinance company.

After that, Li Xiaoman arranged for Liu Wen and others to practice the corresponding knowledge of maternal and child care in her company. According to Liu Wen, there are no professional teachers to teach them. They just practice with baby models themselves. On the third day, Li Xiaoman issued everyone a vocational qualification certificate with the words "Ministry of Human Resources and Social Security of the People’s Republic of China", "Shanghai Labor and Social Security Bureau (special seal for certificate)" and "Shanghai occupational skill testing authority (special seal for appraisal)" printed on it.

On July 20th, Li Xiaoman recommended several students, including Liu Wen, to interview in a new moon home in Shanghai. The other party asked Liu Wen to pay 500 yuan’s training fee again, but Liu Wen didn’t agree.

On August 4th, Liu Wen was arranged for an interview with a housekeeping company in Shanghai. The other party demanded to pay a training fee of 2,000 yuan, and Liu Wen paid 200 yuan after bargaining. After working in this company for two days, she felt that the company was unreliable and returned to the housekeeping center in Li Xiaoman.

On August 5th, Li Xiaoman arranged for Liu Wen to go to Hangzhou, Zhejiang for an interview, and the other company asked Liu Wen to pay the training fee again. Angered, Liu Wen went to Li Xiaoman and said that she wanted money every time, which was different from what she had promised before. She asked for a refund, but Li Xiaoman refused.

  42 birth attendants carry loans.

What about the installment payment handled by Liu Wen? It turned out that Li Xiaoman was worried that she introduced the job to Yueyue and Yueyue would not pay her fees, so she came up with a way to trap her aunt, that is, let her handle the installment payment.

In November 2016, Li Xiaoman found a small loan company, claiming that she was a domestic service company, and had a group of aunts, but they couldn’t afford to pay the fees. They wanted to let these aunts pay the fees by installments through loans. The staff of the small loan company visited Shanghai Aier Home Economics Center, and saw that many aunts were studying. They felt that the strength of Li Xiaoman Company was good, so the two sides signed a cooperation agreement. According to the agreement, the loan company will provide the installment payment plan for Yueyue, and the amount of each loan is 5,000 yuan. This loan is an interest-free loan and will be repaid in five installments, and each loan will be charged a service fee of 245 yuan. The loans granted by the loan company to Yueyue were all credited to the personal bank card provided by Li Xiaoman.

From November 20th, 2016 to the time of the crime, Li Xiaoman handled a total of 42 monthly installments, totaling 210,000 yuan, all of which went into her own pocket. Every month, the month after the loan is processed, the repayment is made online, and some months without online access ask someone to help with the repayment. As of the time of the incident, there were still more than ten Yueyue who had not paid off their loans.

Li Xiaoman came to Shanghai more than ten years ago for a new moon. She is more active and has good skills. In 2008, she was awarded the gold medal by the relevant units. Her husband asked for a divorce because she couldn’t take care of her family. After the divorce, Li Xiaoman raised the children alone, bought a house in the city and sent his son to a private school. In order to maintain high daily expenses, she turned her attention to the project of training the new moon. She found that many aunts were too old or illiterate to obtain qualification certificates. After Yueyue came out of the training institution, there was still no good job opportunity without a certificate issued by the state, and the relevant qualification certificate was the stepping stone to get a high salary. So, she contacted the seller who sold the professional qualification certificate of maternal and child care on the Internet, and negotiated with the seller to fill in the basic information of last month at the price of a copy of 300 yuan, and concoct a fake professional qualification certificate.

The procurator of Qingpu District Procuratorate in Shanghai introduced that anyone who forges, alters or buys or sells official documents, certificates and seals of state organs shall be sentenced to fixed-term imprisonment of not more than three years, criminal detention, control or deprivation of political rights; If the circumstances are serious, they shall be sentenced to fixed-term imprisonment of not less than three years but not more than ten years. The number of forged certificates of state organs in Li Xiaoman is 22, which belongs to "serious circumstances".

The public security organs are fully investigating the sellers who sell the professional qualification certificates of maternal and child care.

Investigation of New Farmers in China: More than one million people have come from college students and white-collar workers.

At present, agriculture in China is moving from traditional agriculture to modern agriculture, and the pattern of agriculture, countryside and farmers is undergoing positive changes, and various social forces and social capital are actively marching into the field of agriculture, rural areas and farmers. Under this background, a group of new farmers with enthusiasm and ideals for the cause of agriculture, countryside and farmers have been born, which have injected new elements and energy into the transformation of traditional agriculture and become a new force to lead new farmers, develop new countryside and support new agriculture.

On February 7th, 2015, Ali Research Institute released the Research Report on New Farmers in China (2014). According to the report, by the end of 2014, the number of new farmers had exceeded 1 million in a narrow sense.

According to the analysis of Ali Research Institute, the narrow sense of new farmers refers to those who use the Internet as a tool to engage in agricultural production, circulation and service, and its core is "agriculture+Internet"; In a broad sense, new farmers refer to people who have internet thinking and serve the fields of agriculture, rural areas and farmers, and their core is "agriculture, rural areas and farmers+Internet". The services referred to here include not only production-related services, but also regulatory services and research services.

In fact, the connotation and extension of new farmers are far from being summarized by the above analysis. In addition to using Internet tools and Internet thinking, all kinds of people who use other brand-new ideas, ways of thinking and modes of production and marketing, embark on the road with entrepreneurial dreams and pursue new life values, and aim to innovate agriculture, change farmers and transform rural areas should be included in the group of new farmers.

This is a group of dream catchers and entrepreneurs walking on the land of China; This is the promoter and leader of a new wave of contemporary rural construction in China; This is a subversive and upgraded version of traditional farmers and new professional farmers. They come from a wide range of sources, and many people cross the border, including returning entrepreneurial college students, urban white-collar workers, college student village officials, online merchants, scientific and technical personnel, NGOs and other people from all walks of life.

Before and after the Spring Festival, semi-monthly reporters went deep into Beijing, Tianjin, Shandong, Jilin, Yunnan, Sichuan, Chongqing, Hunan, Jiangsu, Zhejiang, Guangdong, Hainan and other places, extensively visited new farmers, entered their spiritual world, understood their happiness in the process of starting a business and the hardships behind them, and judged the far-reaching significance of this group in promoting agricultural modernization in China. -New Farmers: Pursuing Dreams and Farming the Blue Ocean (Part I)

Zhang Chi, an IT person: Let the summer lilies touch the net in full bloom.

When the reporter came to the agricultural base run by Zhang Chi, a new farmer in Guyi Town, Qionglai, Sichuan, he was carefully examining the newly-developed lily buds in the soil. These seeds were planted in December last year, and now it is the key period to break ground.

Zhang Chi once worked for a well-known IT company in Beijing, and he was well versed in the operation of the Internet and new media, with a high annual salary. However, in 2012, he resolutely devoted himself to agriculture, and took several small partners to set up an ideal plump agricultural company in Sichuan and planted lilies. "A trip to Xinjiang gave me a different view of agriculture, and the endless farmland brought me a huge impact. Compared with the environment where there were many buildings in Beijing before, I suddenly felt that I should invest my ideals in a broader land. " Zhang Chi said.

In recent years, many enterprise bosses have been farming in the countryside, and the big sales of Chu oranges, Liu peaches and Pan apples have made agriculture hot, but behind the bosses, after all, there are abundant funds and brand images that ordinary people do not have.

Zhang Chi has his own judgment: "In the era of agricultural reform, the traditional greatness and strength are not necessarily absolute advantages. What agriculture lacks is not capital, but more effective project management, which is in line with the spirit of the Internet. It is necessary to deeply understand the market and customers and leverage external resources. "

After sufficient market research, Zhang Chi finally locked in Lily with high added value as a breakthrough, built a technical team and company structure with the Internet model, and worked out a brand-new new media marketing model and product quality control method. It was this business plan that won 1 million yuan in venture capital.

"In summer, 100 acres of lilies bloom at the same time, which is very ornamental, suitable for creating a’ hundred years of harmony’ wedding theme agricultural leisure sightseeing, forming a customer experience different from traditional rural tourism; In autumn, lily roots are used for medicine and food, and social media such as Weibo and WeChat and B2B integrated marketing platform are used to establish marketing channels directly for high-quality customers across intermediate links. " Zhang Chi has answers about this.

2014 is the third year of Zhang Chi Company’s opening, and it has already started to make profits. This year, Zhang Chi recruited and opened stores in JD.COM and Taobao respectively to spread the brand. In addition to operating its own lily products, it also integrates high-quality resources such as walnuts, jujubes and raisins in Xinjiang. Although Zhang Chi’s Lily is mainly sold offline, the sales volume of online tourists is close to 20%. Zhang Chi said that they are planning to use crowdfunding for marketing in the next season’s lily sales.

In addition to the core technical links, the lily planting base in Relaxation, from planting and mulching, to weeding and fertilizing, and then to harvesting and tidying up the land, was all completed by local traditional farmers and paid wages. Zhang Chi introduced that in 2014, the company paid a total of 310,000 yuan to more than 150 local villagers to help them increase their income and get rich.

After many docking negotiations, Zhang Chi’s company successfully introduced new investment at the end of 2013. After the financial data of 2014 came out, Zhang Chi started the third round of financing: "Now the company’s shares are more valuable than before, and there are more financing sources to choose from."

However, Zhang Chi is not satisfied: "My own strength is definitely small. In addition to planning, having a team and actively docking capital, I have to cooperate."

In the era of mass entrepreneurship, many young intellectuals like Zhang Chi are setting off a new wave of going to the countryside and applying brand-new thinking to the development of modern agriculture. "The Internet is not only a channel and a tool, but also a creative spirit and innovative force." Zhang Chi said that their entrepreneurial dreams are blooming freely like summer lilies in the vast rural land.

Shi Yan, a female postdoctoral fellow: From "Little Donkey" to "Sharing Harvest"

"My name is Shi Yan, and I am a vegetable grower." Holding a cabbage in one hand, Shi Yan stood at the head of the "share the harvest" farm and told reporters. Chinese cabbage is the main vegetable in Beijing in winter. In the vegetable market, the price of a Chinese cabbage is around 3 yuan. "And the Chinese cabbage on our farm is nearly 30 yuan."

Despite the high price of vegetables, consumers are very enthusiastic about Shi Yan’s Chinese cabbage. Hu Fangjing, a citizen of Beijing, receives all kinds of vegetables from the farm every Saturday. In order to ensure that her son, who just turned two, can eat safely, she became a member with an annual fee of 8,000 yuan in advance last year. Average price per catty The price of vegetables in 15 yuan is 2-3 times more expensive than ordinary vegetables in farmers’ markets and supermarkets, but food safety reassured her.

Since its establishment in May 2012, there are more than 1,000 family members like Hu Fangjing, and Shi Yan’s team distributes seasonal vegetables once a week, weighing 8 kg or 10 kg each time.

"Sharing Harvest" is the second CSA (community supported agriculture) farm founded by Shi Yan. CSA is a new agricultural production model, which was born in Japan and Switzerland in 1970s. Based on mutual trust, consumers pay in advance for one year and buy farmers’ harvest for one year; Farmers, as promised, do not use chemical fertilizers and pesticides at all to ensure that agricultural products are natural and pollution-free, while operators as intermediaries regularly deliver agricultural products to consumers’ homes.

In recent years, Shi Yan’s study and work have been around agriculture. In 2006, she was sent to the School of Agriculture and Rural Development of Renmin University of China for postgraduate study. In 2008, with the qualification of direct blog, she went to a farm in Minnesota, USA, to "jump the queue" for six months to learn the experience of "community supported agriculture" in the United States; In 2009, with the support of his tutor Wen Tiejun, Shi Yan opened up 20 mu of land at the "Little Donkey" farm at the foot of Fenghuang Mountain in Beijing to practice the CSA project, and served as the main person in charge of the farm. Later, she became a postdoctoral fellow in Tsinghua University, and her research direction was food safety.

Shi Yan said that the team has a dream that can be "quantified": "Every five consumers join, one mu of land can be detoxified; Every 10 consumers join in, and a farmer can farm organically; For every 100 consumers, five young people can stay and work in the countryside; Every 1,000 consumers join, and there will be a more sustainable village. "

It is understood that up to now, more than 500 CSA farms have been opened all over the country. In addition, thousands of family farms are operating according to the CSA model. In November 2015, Beijing will hold the 6th World CSA Conference in Shunyi District. Shi Yan hopes to bring more experience to domestic agricultural development, and let farmers, scholars and policy makers in other countries know about the current agricultural situation in China.

Hu Juan, a returning female college student: the "Goose Commander" by the lake.

"The lake is wide and ripe, and the world is full." Hu Juan, 27, lives in Yiyang City, near Dongting Lake. In 2011, she graduated from Beihang University, majoring in aircraft design and engineering. There is not much pressure to find a job. Most of the students choose jobs to enter the aircraft manufacturing center or the satellite launch center.

Hu Juan said that she didn’t like the noise, indifference and fast pace of big cities, but she missed her hometown in the countryside, which lived by the Dongting Lake before she was 12 years old.

"When I was a child in the countryside, everywhere was very lively, full of vitality, and harmonious. Now, when I go back to the countryside, only the elderly and children rarely hear some voices in broad daylight. Young people have left, and the countryside is getting more and more broken and deserted. I hope to go back there and see if I can do something. "

After many investigations, Hu Juan chose a small island in the middle of the river near Dongting Lake to raise geese. "I inquired through the internet and consulted some experts, knowing that the incidence of geese in poultry is the lowest."

Three months after graduation, she registered Hengxiao Goose Breeding Co., Ltd., and invested more than 100,000 yuan in a small island covering an area of about 200 mu, and began to build goose sheds, plant grass and transform low-lying land.

In order to save money, she didn’t build a house for people to live in, but temporarily lived in a boat. Together with the wind and waves, it is very uncomfortable to sway. In November 2011, she introduced 2,000 young geese and began to cultivate them.

Hu Juan recalled: "That time was the hardest. I have never suffered like that since I was a child." It was winter, and in order to keep the goose shed warm, she and the workers lit several stoves and kept them on for 24 hours. She works in shifts with two workers, and often comes from five or six in the morning to pick up dead branches and leaves for firewood, feed the goslings and add water. I don’t dare to sleep too hard, for fear of any accident.

The island is surrounded by water, and the wind on the river is cold and damp, and the cold is biting. Hu Juan didn’t leave the island for more than two months in the winter when he started his business. The first batch of goslings sold for more than 8 yuan a catty, with an average profit of only 14 or 15 yuan each. Hu Juan’s heart was so happy that he was admitted to the university that year.

The new year has begun, and she told reporters that she is ready to "return to the rivers and lakes" after sitting for a month. "Nothing happened in the past, but now I have suffered, and I have learned some lessons. I believe I can make a career in the countryside."

Zhao Yuanjian, a college student village official: driving young people to return home to start businesses.

In 2008, Zhao Yuanjian, a graduate of Finance Department of Hunan University of Science and Technology, came to Liuyuanqiao Village, Ziyang District, Yiyang City and became a university student village official. He said: "I am very interested in the countryside and agriculture, so I decided to be a village official."

At first, Zhao Yuanjian looked at the deserted village and was very anxious. He was worried that he would muddle along here and waste his youth. Fortunately, there are three agricultural products processing enterprises in the village, and some young people who are unhappy outside have returned to their hometowns to work. After contacting them, Zhao Yuanjian learned that they also have the same confusion: they want to do something in the countryside, but they have no direction and lack technology and ideas.

With the help of the platform of university student village officials, Zhao Yuanjian started a free agricultural training class in the village and invited agricultural technicians to attend classes. Using this class, Zhao Yuanjian got together with the young people in the village to start a business plan and mobilized four farmers to set up Yiyang Jiangnan Agriculture and Forestry Cooperative. Liuyuanqiao village has a tradition of planting seedlings and flowers, but it has always belonged to the mode of going it alone. The cooperative had a difficult start, but it soon showed its advantages, which increased the income of cooperative members by 20 thousand yuan a year.

After the benefits appeared, other farmers came to the door and asked to join the cooperative. "I was particularly touched at the time, and I was able to gain the trust of the villagers, which was more fulfilling than making money." Zhao Yuanjian said. Since then, he has built a leisure and sightseeing agricultural park with a group of young people in the village, and more than 10 agricultural products processing enterprises have also increased. More and more young people have chosen to return home.

After the villagers’ economic life improved, Zhao Yuanjian found that their cultural life was lacking, and most of their entertainment activities were playing mahjong and cards. Zhao Yuanjian discussed with the village cadres, organized the establishment of a women’s waist drum team, organized the villagers to dance square dance, and invited professional coaches. The villagers no longer had nothing to do.

"Agricultural Youth F4": Four Wonderful Flowers of glorious bloom

"Don’t underestimate the wonders. Everything that can change the world is wonderful." They named themselves Farmer4, also known as "Nongqing F4".

These are four young men with mud on their feet-Liu Jingwen, founder of Vigidani, Chen Tongkui, founder of Litchi in Huoshan Village, Zhao Yi, founder of local villagers, and Zhong Wenbin, founder of Xinnongtang. These four young people, who live in Shenzhen, Shanghai, Beijing and Hangzhou respectively, have been running on their respective tracks for a period of time, and all of them have finally devoted themselves to agriculture.

Zhao Yi, the only one of the four who majored in agriculture, studied biological science at China Agricultural University, and later founded the tea brand "Local Villagers". He built a transparent and traceable product supply chain, realized the producer real-name registration system, and recruited 400 Virgo netizens as supervisors, determined to sell pesticide-free tea on both sides of the Taiwan Strait.

"Of the four of us, only I returned to my hometown to start a business, and I returned to my hometown." Chen Tongkui’s hometown, Boxue Village, Haikou City, is an ancient village with only 300 people. The land in the village is covered by volcanic rocks, which can be described as barren. He returned to his hometown and founded the litchi brand in Huoshan Village, selling litchi planted by the ancient method in the village to the outside world. He said that volcanic mud is rich in minerals, and the litchi planted is the best in the world.

Most of the new farmers are those with homesickness. Zhong Wenbin still remembers the frogs croaking in his hometown of Lin ‘an, Zhejiang Province on summer nights, as well as bamboo forests and tea leaves all over the mountains. However, after his grandparents died one after another, the number of times he went back to his hometown became a handful. A new electroplating factory was built near the village, which polluted the water and soil. He said that his hometown is in his heart and he can’t actually go back.

In the "Agricultural Youth F4", the other three people all deal with land directly, except Zhong Wenbin. He was admitted to the People’s Public Security University of China, then dropped out and was admitted to Zhejiang University. After graduation, he didn’t choose to make quick money, but chose to create a brand of new agricultural hall and build a learning and communication platform for new farmers. Zhong Wenbin said that he finally found the direction of life at the age of 30.

Liu Jingwen once summed up what four people have in common: they listen to their inner voices and are unwilling to slide along a fixed life track. The establishment of Vijdani can be said to be the result of Liu Jingwen’s free-wheeling and straying into the "Peach Blossom Garden". The young man talked about his two lost experiences in Xinjiang, and he still felt deeply. One of them met Aji, an old man, because he got lost. "The old man took us to see the small jujube forest in a donkey cart. The scenery along the road was so beautiful that we wanted to cry."

Vijdani is a transliteration of the Uighur word "conscience". Liu Jingwen set up a farmer cooperative in Xinjiang to help farmers sell dried fruits through the Internet. Liu Jingwen said that there are 2,000 cooperative farmers in the cooperative. These Uighur farmers do not understand Chinese, have never seen the Internet, and live in a place that seems unattainable. However, it is so wonderfully connected.

(Talk about the research team of new farmers in half a month. This article participated in the research: Mao Weihao, Zhou Nan, Hu Xu, Cao Lingjuan, Xiao Sisi, Li Song, Ji Zhepeng, Wang Zheng, Zhang Ying, Liu Weiwei, Xia Guannan, Richard Chang)

-New Farmers: Pursuing Dreams and Farming the Blue Ocean (Part Two)

The new farmers are coming towards us, carrying the spring breeze and marching clangingly. Du Zhixiong, deputy director of the Institute of Rural Development of China Academy of Social Sciences, who has been paying attention to the new farmers’ groups, believes that 2013 can be said to be the first year of new farmers, and the new farmers’ groups made their debut in a different attitude from traditional farmers.

In the view of Bi Huifang, founder of the New Farmers’ Federation, Sichuan is the first province in China to put forward the concept of new farmers, and the New Farmers’ Federation first appeared in Liaoning.

What is a new farmer? Where on earth did they come from? Where to go?

Looking at it in depth, the new farmers highlight their incomparable advantages and irreplaceable characteristics in comparison with traditional farmers and new professional farmers.

According to the definition of Wikipedia, traditional farmers refer to people who take agriculture as their occupation, including people who take planting, animal husbandry, forestry and other natural economic industries as their occupation. Self-sufficiency is its main economic activity mode, working at sunrise and resting at sunset is its main production and life style, and family system is its main production organization form.

In 2012, the No.1 Document of the Central Committee formally proposed to cultivate "new professional farmers". New professional farmers refer to agricultural employees who have scientific and cultural qualities, master modern agricultural production skills, have certain management capabilities, and live in rural areas or market towns with agricultural income as their main source of livelihood.

Compared with the new professional farmers, the new farmers are a breakthrough. In this new era, the word farmer has been given a new concept and meaning. The new professional farmers emphasize the mastery of modern agricultural production skills, which is its core feature. And what are the core features or genes of the new farmers? At present, it is being hotly debated, with different opinions and no conclusion. Simba in the Wild, the founder of the New Farmers’ Alliance, summed up four core values of the new farmers: new cross-border, new thinking, new technology and new circulation. According to the analysis of Ali Research Institute, there are four common characteristics of new farmers: Internet genes, innovation genes, cultural genes and group genes.

The semi-monthly research team on new farmers further summarized the core genes of new farmers into four genes: blue ocean consciousness, ecological concept, internet thinking and self-organization based on the actual research in various places.

Blue ocean consciousness

Wang Xiangdong, director of the Information Research Center of China Academy of Social Sciences, analyzed that the new farmers may become the "third wave" of the changes in the agricultural population structure after the educated youth went to the countryside in the late period of the Cultural Revolution, but they are different from the previous two times. Because most people engaged in agriculture are not their own choice, but are organized and arranged, no matter whether the military reclamation people change jobs or the educated youth go to the countryside. But now the new farmers are different. It is their choice to take agriculture as their profession. They have a pursuit of exploring new agricultural markets, that is, opening up the so-called "blue ocean market".

Shenyang, a professor of Tsinghua University, also listed "positioning the blue ocean market" as one of the six characteristics of new farmers.

In the view of Ye Kaifeng, the head of Fuye Farm in Ningbo, Zhejiang Province, the career of life should be put on something that is growing and forward-looking. Now, if you are involved in modern agriculture, you are the blue ocean pioneers. "It is a promising sunrise industry to strengthen the green and safety of agricultural products with refined production processes." Ye Kaifeng said that whoever takes the lead in this field first will be the darling of the future market.

After the three-dimensional vegetables were sold to 10 yuan for a kilo, Ye Kaifeng is planning to accurately market his own vegetables planted in the air with mobile APP to seize the opportunities of modern agriculture.

Liu Xiaoyuan, 35, once worked in a well-known foreign company and worked as an executive. In 2010, he saw the infinite business opportunities in agriculture, resolutely resigned from his job, went back to the village and plunged into the cave, and started the road of growing mushrooms in the cave.

The reporter met Liu Xiaoyuan in an abandoned cave in Fenzhuang Village, Xitian Gezhuang Town, Miyun County, Beijing. Compared with traditional greenhouse planting, cave planting has many advantages: it does not occupy a land, avoiding the high cost of greenhouse production; Mushroom growth depends entirely on pure and natural underground spring water; Not disturbed by any pests and diseases. Such original ecological cultivation makes the mushrooms here have good flower shape, thick color and fresh meat and delicate taste. Liu Xiaoyuan introduced that in the next step, he intends to use the space advantage of the cave to develop three-dimensional planting, and by then, his income can be doubled.

In Shanghai Kunshi Fine Agriculture Co., Ltd., Kunshan City, Jiangsu Province, pear blossoms are full of dew, attracting tourists from far and near to enjoy the flowers. The fruits and vegetables produced here are hot-selling products on the Internet, and they are often snapped up. It is hard to imagine that it was Huang Xuheng, a doctor of psychology from Taiwan Province, China, who made agricultural management so prosperous. He graduated from Harvard University and taught at Yangming University in Taiwan Province.

Some people say that agriculture is a sunset industry, but Huang Xuheng does not agree with this. He said: "Everyone can’t live without food every day, so agriculture will always be a sunrise industry. The key depends on how to do agriculture." As the general manager of the company, Huang Xuheng has worked out the development road of "exquisite agriculture" combining high-tech planting and sightseeing management for Shanghai Kunshi from the very beginning. Pears should strictly implement "family planning", and only 35 pears are allowed for 3 years to ensure quality.

Drawing on Taiwan Province’s experience, Huang Xuheng also tried sightseeing agriculture in Shanghai. Lawns were planted under the fruit trees, and almost no bare soil was seen. In the gap between fruit trees or grass, it seems to be inadvertently dotted with leisure facilities such as cabins, promenades and swings, which is like a leisure resort.

Up to now, Shanghai Kunshi has developed more than 20 branches, including 50,000 mu of Hebei base and 170,000 mu of Chongqing base. "Since I was engaged in agriculture, my biggest feeling is that I am close to the land and embrace nature, bringing unspeakable physical and mental pleasure." Huang Xuheng hopes that "the Kunshan experience will be extended to other branches, so that more people can understand the charm of exquisite agriculture and participate in the team that is in close contact with the land."

"The innovation of formats is always presented and developed through the connection of inherent formats, the application of new technical means and the exploration of new demands." Wu Guoqiang, vice president of the Central Agricultural Radio and Television School, said that the emergence of new ideas such as leisure agriculture, sightseeing agriculture, experience agriculture, creative agriculture, exquisite agriculture, natural agriculture, smart agriculture, urban micro-agriculture and integrated agriculture was led and promoted by new farmers, which reflected their reference to international fashion agriculture.

Ecological concept

Food is homesickness in the bones. With the rapid expansion of cities, the distance between agricultural producers and consumers is increasing. Although the technology of food processing and preservation is changing with each passing day, food safety has become a problem that cannot be ignored.

Bi Huifang, the founder of the New Farmers’ Federation, said that new farmers should have the soul of new farmers, that is, ecological consciousness, and they must be "zero evil" in the food safety chain. All people who work in the agricultural industrial chain can become a member of the new farmers by virtue of their ecological consciousness, love and good deeds of seriously serving agriculture.

Zheng Xiang, who graduated from Sichuan Agricultural University, originally dreamed of sitting in the laboratory and studying new agricultural technologies. After living in the countryside for a period of time, he found that some farmers rely on chemicals to solve vegetable pests and diseases because of their older age and outdated ideas, and some advanced ideas and green prevention and control technologies are difficult to implement in the fields. Zheng Xiang wondered: "Why can’t we set up a team specializing in pest control?"

With the support of Beijing Plant Protection Station, in 2013, Zheng Xiang, together with more than 10 like-minded post-80s and post-90s, set up the first professional vegetable pest control service team in China-the Flying Tigers. The prescriptions for insect control prescribed by the Flying Tigers are unusual, often without any chemical agents, and they are all ordinary things like mustard and natural fungi. In the words of the team members, "everything has its vanquisher", these seemingly ordinary things are actually good pesticides given by nature.

At first, their alternative practices did not win the trust of farmers. Some people would exclaim in a skeptical tone: "Mustard can also kill insects?" The team members decided to build a model field. They rented a 150-mu vegetable field in Chengzi Village, Taishitun Town, Miyun County, and planted leeks that people recognized as difficult to prevent pests.

Walking into this model field, there are small inventions and new highlights everywhere. In the greenhouse, not only the special trap lamp for leek was installed, but also parasitic nematodes were invited to help kill leek maggots, and the whole process of green prevention and control was carried out.

The achievements of professional pest control of "Flying Tigers" have been gradually revealed. It has been verified by hundreds of greenhouses and greenhouses in many bases, such as the North Vegetable Garden Vegetable Cooperative Corporation in Yanqing County. In the professional prevention and control demonstration area they serve, the pests and diseases have been significantly reduced, and the vegetable yield per mu has increased by 300 kg to 500 kg.

Growing the best grapes is the pursuit of Ge Lingteng, the "king of grapes" in Tiantai County, Taizhou City, Zhejiang Province. It is even necessary to sacrifice production for quality. One year in April and May, a late spring cold made the grapes uneven, and large and small fruits appeared. Employees say that these grapes can still be sold at a lower price, but Ge Lingteng must cut all the grapes. "I would rather not sell it than sell grapes that are not up to standard." Ge Lingteng said.

According to the survey conducted by reporters in the past half month, a group of new farmers have taken the lead in establishing a modern food safety traceability system. When there is a problem in any link of food quality, they can inquire through the traceability information (such as QR code) on the label, and clarify their legal responsibilities, thus building a solid food safety defense line.

Du Zhixiong commented that the new farmers are a group of ecological conscious people and industrial explorers. With a sense of social responsibility and mission, they guide farmers to the road of ecological agriculture development through the transformation of production methods and the application of ecological agriculture technology.

YOYO, a new farmer, left a message in the blog post: After changing into a new farmer, he gained a rare peace and tranquility. Just getting up every day to see the newly sprouted vegetable fields and the increasingly green cucumbers, I already feel full of strength inside, which is refreshing for a long time.

Internet thinking

In the Research Report on New Farmers in China (2014) published by Ali Research Institute, Internet genes are regarded as the core genes of new farmers, which is the biggest difference from traditional farmers and new professional farmers. The new farmer is defined as the product of the organic integration of the internet empowering agriculture, rural areas and farmers, and is the representative of advanced productive forces among farmers.

Like many post-80s generations, Wu Jiayuan, a new farmer in Hainan, can’t live without mobile phones, computers, internet, WeChat and Weibo. In May 2014, a large-scale slow-moving wax gourd appeared in Dafeng Town, Chengmai County, Hainan Province. When farmers were worried about sales, Wu Jiayuan posted on WeChat friends circle and Weibo: "Let’s help a group of melon farmers in Bailian, the old town of Chengmai County, Hainan Province. Everyone hopes that a boss will buy wax gourd as soon as possible, so as to reduce losses."

Unexpectedly, this WeChat and Weibo were widely forwarded, which attracted the attention of the local government and the media. Immediately, a campaign to help melon farmers "buy a love melon and deliver it home for free" was launched online and offline at the same time. In the end, the unsalable nearly 10,000 tons of wax gourd was quickly sold out.

As early as the opening, Jun Tang, the head of Sichuan Datang Happy Farm, joined some local media and self-driving associations to do some activities for marketing. Jun Tang himself is a new farmer activist who is active in Sichuan and even the whole country. At present, the number of fans of Jun Tang individual Weibo and Datang Farm associated with Weibo, represented by "Sichuan Wolf X9", has exceeded 10,000.

Bu Rui, the head of Jilin Changrui Food Co., Ltd., said that her green pork and green chicken are all sold online, especially through WeChat, where friends introduce each other and help promote sales.

"Simba in the wild" believes that new farmers with Internet thinking benefit from the openness and penetration of the Internet. New media has become an inseparable and important medium in the life of new farmers, and the circle culture of agricultural circle is gradually spreading outside the industry. It is precisely because of the empowerment of the Internet that new farmers have the ability to directly connect with the market, thus changing the previous situation of weak farmers’ information ability and starting from the end of the industrial chain to the front desk. Third-party e-commerce platforms such as Taobao and new media social platforms such as Weibo and WeChat have become the main business platforms and important Internet positions for new farmers.

Zhao Hui, 48, studied information technology, and began to engage in the development and application of network products. "What I first did was the agricultural information website, such as planting pests and diseases in the field and the quality and safety of agricultural products. Some farmers came to the company to ask some questions, and I couldn’t answer them for a while. " As a result, he joined forces with the Agriculture Committee and the telecommunications department to open the "Jilin Province 12316 New Rural Hotline Service Platform", with more than 600 experts, who answered various questions of farmers interactively every day. Over the past six years, more than 12 million telephone questions have been answered, which has helped farmers reduce costs and increase income by more than 8 billion yuan.

"In the process of dealing with farmers, it is not enough to give them information, but also to help them solve the problems of buying and selling." Zhao Hui began to borrow a boat to go to sea. He cooperated with Alibaba to promote the development of e-commerce and expand the sales of Jilin products. According to the statistics of Jilin Rice Museum on Taobao, since it was launched on April 8 last year, the number of transactions has reached 68,000, with a total sales of 510 tons of rice, ranking first in the whole network.

"This group of people grew up with the Internet. Compared with the traditional old farmers, they are rooted in Internet genes. They make good use of various Internet tools and media such as Weibo, WeChat, SNS community and social media to learn, communicate, build circles, and even build a network platform service and sell local specialty agricultural products." Zhang Hecheng, director of the Department of Market Economy and Information of the Ministry of Agriculture, said.

Zhang Hecheng said that most of today’s new farmers come across the border, which determines that their vision and career direction are mostly focused on marketing and circulation, and only a few new farmers are personally involved in planting and breeding. It is also the cross-border that brings different perspectives. In recent years, many of the agricultural products sales events show the new marketing thinking of new farmers.

Self-organization

"The new farmer is a humble little ant. To realize our value and mission, we must unite to form an ant army, and professional people do professional things and develop together." Wu Ying, founder of the Global Safe Food Alliance, said.

In Lingtou Village, Yankeng, Fengping Township, Songyang County, Zhejiang Province, there are 182 hundred-year-old wild persimmon trees, which are called "Golden Date Persimmons" by local people. During the harvest season at the end of October every year, villagers often get up at 3 o’clock in the morning, carry two loads of dried persimmons, walk for more than five hours to sell them door to door in the county, and sometimes have to stay in the city for one night to sell them out.

In 2013, driven by a non-governmental organization called Nature Creations, dried persimmons in the village were sold out and sold at a good price. This non-governmental organization visited farmers to trace the origin, creativity and promotion of jujube persimmon. They selected 1,500 kilograms of persimmons from the 10,000 kilograms they bought and put them on the market, and strictly controlled quality, packaging and logistics. Finally, a natural dried persimmon named "Good Fruit" has become a hot-selling item on the Internet.

"The industrial chain of new agriculture is not perfect and needs an organization. Xinnongtang is such a platform to promote the connection and communication of new farmers, so that every single weak new farmer can find a sense of existence and be armed with the power of small partners. " Zhong Wenbin, a member of "Agriculture Youth F4", said. In Zhong Wenbin’s view, every new farmer is like an island. At this time, it is necessary to have a force to keep everyone warm.

Since 2013, Beijing, Shanghai, Shenzhen, Hangzhou, Chengdu, Changsha and other places have organized off-line gatherings of new farmers. Some experts, scholars, government officials and representatives of new farmers have been calling for new farmers everywhere, and the post-80s and even post-90s agricultural practitioners all over the country have called themselves new farmers.

Self-organization, characterized by sharing and holding a group, is a unique feature of online merchants and one of the important genes of new farmers. Ali Research Institute pointed out that through self-organization, new farmers and people from all walks of life who are enthusiastic about the cause of new farmers have set up some platforms aimed at exchanging, helping each other and docking resources for new farmers, such as the New Farmers’ Union, the New Farmers’ Federation and the Farmers’ Home.

Based on these platforms, the cooperation between new farmers in different links of the value chain is deepening, and different new farmers have their own advantages in production, sales, marketing and service. Through self-organized platform organization, new farmers can find a wide range of partners and seize more new business opportunities, thus making the whole value network win-win. -New Farmers: Pursuing Dreams and Farming the Blue Ocean (Part Two)

New farmers are in the ascendant, and their development process has also encountered some bottlenecks and troubles. The semi-monthly investigation team found that from the perspective of new farmers themselves, many people are enthusiastic and inexperienced, and they are not enough to prevent and control market risks; Lack of relevant technology and talent support; There are some contradictions and conflicts with local farmers in terms of concept integration and benefit sharing. From the perspective of government support, it is urgent to increase efforts in land supply, tax relief, financing, subsidies, agricultural insurance, training and other related supporting policies and socialized service systems.

Challenge new farmers: market experience and team training

"Agriculture is a relatively special industry. Without idealism, things can’t be done. The ideals and responsibilities are too heavy and a little beyond reality." "Simba in the Wild", the founder of the New Farmers’ Union, said, "Although agriculture is very hot now and a group of people have entered this industry, we should look at the market calmly and grasp the rhythm and deepen our cultivation."

In Lianxiang, Pengshui County, Chongqing, after accumulating a large amount of assets in the city, the new farmer He Shisu carried more than 10 million yuan and transferred nearly 3,000 mu of land to grow corn and sorghum. Luo Yuanjiang, director of the Agriculture Committee of Pengshui County, is not optimistic about the big project initiated by He Shisu. There are two reasons: first, the site selection is unscientific, and second, the infrastructure is seriously mismatched, resulting in high cost of growing grain.

According to He Shisu, she invested in building an 18-kilometer road leading to the village. In order to fertilize the land, she also pulled a wagon of 50 tons of dried chicken manure and organic fertilizer from Hebei. The cost of purchasing agricultural machinery, supplying electricity, supplying water, building supporting production warehouses and managing houses exceeds 10 million yuan.

In Luo Yuanjiang’s view, many new farmers, who are unfamiliar with rural areas and agriculture, sometimes treat agricultural investment projects too simply just because of their enthusiasm for land, lacking effective means of cost control and risk prevention. Once the capital chain breaks, it will hurt both themselves and others.

Wu Jiayuan, a new farmer in Hainan, said that many people tend to idealize modern agriculture and think that they will be rewarded as long as they work hard. However, without a reasonable plan, as long as there is a link that is not well considered, it will fall short.

For example, Hu Juan, a new farmer in Hunan Province, said that at the end of 2012, her goose-raising business was flourishing, but she didn’t take into account that the environment on the island was humid and the breeding environment had changed. In the first year, the breeding environment was relatively clean, and there were fewer bacteria. Later, the longer it was kept, the more bacteria accumulated in the humid environment, which led to the outbreak. One third of the geese died at the end of the year, and it was too late to save them by inviting experts from the Animal Husbandry and Fisheries Bureau.

Hao Dongyun, director of the Biotechnology Research Center of Jilin Academy of Agricultural Sciences, believes that it is not enough to invest only in the construction of new countryside, otherwise it will become a bottomless pit. He contacted many new farmers and put his enthusiasm and money into it. Not only did he lose all his money, but he even deserted his relatives. "The countryside has even become his sadness."

It is difficult to train talents, which also poses a great challenge to new farmers. "I am the youngest vegetable grower in the village, but I am over 50 years old." Lang Guangshan, a vegetable farmer in Tongzhou District, Beijing, told reporters that the reality of losing money has made vegetable farmers less and less. "There are fewer and fewer farmers themselves, especially young people. Among farmers, there are even fewer people who have had experience in planting organic vegetables. How to use farmyard manure and how to ferment it, so that people who use fertilizers don’t know this. "

Shi Yan, a farmer who shares the harvest, said that it is really difficult to find a farmer who can grow vegetables now. "I found someone to grow vegetables and told people that there was no need for fertilizers, drugs or hormones. They shook their heads and said,’ I can’t grow, you are kidding’. Now the people I hired, after a year of training and working for them, changed their thinking. "

Wu Wenliang, a professor at China Agricultural University, said that the future agricultural enterprises are all specialized companies. From the perspective of investment, the future agricultural talents must also be compound talents, who need to know not only agricultural technology, but also the market and solve problems with modern marketing thinking.

For young people who are new to agriculture, choosing agriculture is tantamount to choosing hard work. "Other things aside, it is not easy to persist." Zheng Xiang, the captain of the Flying Tigers in Beijing, said that due to the shortage of personnel, he posted posts on the websites of ChinaHR, Zhaopin.com and Worry-Free Future these two days. "There have been more than 20 people in the team, and the flow speed has obviously accelerated." Zheng Xiang is very helpless. "Many excellent players are forced to leave this job that they feel very fulfilled."

Liu Yanfei, the youngest post-90 s player, has not joined the Flying Tigers for a long time. In his view, although his income is lower, he can learn real skills. However, the ideal fullness can’t match the realistic bone feeling. At present, faced with the pressure of getting married and forming a small family, the young man began to hesitate, and how long he could persist.

Not acclimatized: Conflicts of interests and ideas need to be run in.

"Hometown means that you are dealing with uncles and neighbors, and you are watching your elders grow up. It is more difficult to go back to your hometown to do agriculture. There are too many emotions and too many contradictions in it. " Chen Tongkui, a member of "Nongqing F4", said that he adopted the highest purchase price in the market and made a "three chapters" with the litchi farmers who signed the purchase contract: no herbicides, no fertilizers, low toxicity and low use of pesticides, and hoped that after a period of practice, they would eventually not use pesticides. Some neighbors secretly used chemical fertilizers, and the result was naturally rejection. The original harmonious neighborhood relationship still has a knot.

Another cooperative farmer wants Chen Tongkui to underwrite all his lychees. "If you can’t do it, you will lose your temper and jump up at the entrance of the village, saying that it is a lie for college students to come back. Ripe lychees are not needed, and lychees are not ripe when necessary." Chen Tongkui said, "This is my home. I won’t be uncomfortable, but I do have some grievances." However, he is still willing to help farmers stick to the more time-consuming and labor-intensive traditional production mode and rebuild the trust between users and producers.

Similar contradictions and conflicts have been encountered by Wu Jiayuan, a new farmer in Hainan. He told reporters that when he first returned to the countryside, he found that the older generation of farmers were incompatible with their own ideas. "For example, the problem of planting vegetable varieties, planting varieties at a loss in the first year, absolutely no one dares to plant them next year. At that time, I suggested that I lost money in the first year, and I might make a lot of money if I planted it again next year after seeing the market situation clearly, but few people responded, and some even sarcastically said,’ Will you bear the risk of losing money?’ Fortunately, with the increase of agricultural cooperative organizations, more and more rural talents can accurately judge the market, but it is very difficult to change the old farmers’ long-established ideas. "

Zhao Yuanjian, a university student village official in Liuyuanqiao Village, Ziyang District, Yiyang City, Hunan Province, feels the same way. He said: "Seeing that the school in the village is very dilapidated, I suggested that the school be renovated. After all, the impact of education is far-reaching, but the villagers think that’ if you want to be rich, you should build roads first’, so you built roads first."

In Zhoutian Village, Qiuchang Town, Huiyang District, Huizhou City, Guangdong Province, there is a Four Seasons Sharing Farm. The person in charge, Zhang Heping, once worked as a civil servant and went to sea for business. One day, he visited the fields. "I don’t know if I don’t leave, I will be shocked when I leave!" He found that farmers have long been accustomed to spraying pesticides to kill insects and watering vegetables with washing powder. His mother-in-law even "mentioned" him. "The vegetables watered with washing powder not only grow green, but also don’t grow worms!"

"Many farmers have completely subverted the traditional planting methods, and they still don’t know that pesticides will be toxic to the human body, and they are ignorant and fearless." From then on, Zhang Heping decided to abandon business and go into agriculture and explore organic agriculture.

In Shi Yan’s view, it is the key to increase farmers’ income and establish farmers’ trust in CSA model. "In fact, farmers’ willingness to do organic agriculture is still very strong, just because they are too influenced by the market and the weather and bear too many risks, so they often use pesticides and fertilizers as much as possible to protect their income, and the CSA mutual aid model can make farmers get a stable income."

Lang Guangshan, a farmer from Tongzhou, is one of Shi Yan’s partners. For every kilogram of vegetables sold on the farm, Lang Guangshan gets a share of 5.8 yuan, and underwrites 8,000 kilograms of vegetables every month. Excluding the cost of agricultural materials, he can earn at least 200,000 yuan a year. "If you want to get rid of insects, you must fight pesticides; To make vegetables grow fast, it is necessary to apply chemical fertilizers. Everyone has been doing this for more than 20 years. " Lang Guangshan said, "But now I grow vegetable gardens and I won’t do it anymore."

Liu Yi, assistant secretary-general of Sichuan Rural Development Promotion Association, who has long been concerned about the phenomenon of new farmers, said that new farmers have new ideas, new thinking and new technologies, but it is not easy to change the countryside and transform farmers. It takes long-term unremitting efforts, advanced ideas to drive, influence, communicate and exchange, and scientific and effective training and guidance to promote more old farmers to become new farmers.

Policy support system urgently needs to cover new farmers.

Du Zhixiong, deputy director of the Institute of Rural Development of China Academy of Social Sciences, once conducted a questionnaire survey on new farmers. The questionnaire shows that in some places, new farmers rarely get government funds and policy support, and rarely get support in training product certification and brand building. He called on the state to set up a "national prize for ecological (organic) agriculture", and the government, especially the governments below the county level, should pay special attention to the role of new farmers, incorporate their actions into the overall action of national ecological agriculture construction and development, allow them to undertake government-related ecological agriculture projects, and allow them to enjoy preferential policies for new business entities such as family farms and farmers’ cooperatives.

Gao Hongwei, who used to be engaged in the IT industry, has invested and started a farm "vegetable farmer’s house" in Tongzhou District of Beijing since 2012. What he is most worried about at present is "being demolished". There is less and less arable land in Beijing, and there are risks every day. I don’t know when it will be occupied. "Developing organic agriculture requires renting a piece of land for a long time, because the land on the farm uses organic fertilizer, and this land is getting fatter and fatter. We have finally fattened the land. Once the government is demolished or the farmers break the contract, the hard work and investment of several years will be ruined. "

Lack of land is a big problem faced by many new farmers who are trying to expand their business scale. Zhu Yuefang, the head of Zonghan Qingfeng Vegetable Farm in Cixi City, Zhejiang Province, runs more than 600 mu of land. He wanted to expand the scale of operation, but he was hit hard. At the beginning, more than 20 farmers who transferred the land wanted to take back the land and grow it themselves. "I work in a family, and one family went 8 times, but he still tried to take it back." Zhu Yuefang said.

Zhou Jianjun, the founder of Beijing Green Dragonfly Family Farm, said that the government subsidies are only for agricultural products, but the main management mode of Green Dragonfly Family Farm today is to promote the experience agriculture of "renting land for farming", which can not enjoy the policy support to the maximum extent.

Zhao Yuanjian, a college student village official, has enjoyed some preferential policies in starting a business, but in the process of going through formalities in various functional departments and applying for loans from banks, Zhao Yuanjian has encountered many difficulties. "Many policies are relatively empty, and I hope this kind of support policy can be more targeted and operational."

"Now it is impossible to borrow from banks without collateral, and it is difficult for microfinance to meet the capital needs." Cheng Liyue, a new farmer, said that his Yangmei base needed a loan of 5 million yuan, but he couldn’t apply. "We have a national invention patent for waxberry preservation technology, but our small enterprise is in urgent need of funds to grow bigger."

Lin Chun, director of the Information Center of Hainan Provincial Department of Agriculture, said frankly that there is a lack of policy support for the increasing number of new farmers in various places, and they are regarded as entrepreneurs. However, the particularity of agriculture makes it impossible to cover all the general entrepreneurial support policies, such as financing mortgage loans and rural logistics system construction.

"The amount of agricultural insurance compensation is too low, which leads to the fragile risk-taking ability of new agricultural business entities." Yan Weijie, a new farmer in Hengyang County, Hunan Province, was frustrated. He believes that the age limit of industrial injury insurance should be appropriately liberalized in light of the current rural employment situation. "It is difficult to recruit workers in agricultural production. Farmers still have to earn money after they are over 60 years old, and they also have this condition physically. However, according to the insurance regulations of industrial injury insurance in China, the insured person is required to be no more than 60 years old. In this case, once these farmers over 60 years old are injured, they must pay for themselves. "

The No.1 document of the Central Committee issued on February 1, 2015, "Several Opinions on Strengthening Reform and Innovation to Accelerate Agricultural Modernization", put forward: "Guide the standardized and orderly circulation of land management rights and innovate land circulation and scale management methods"; "Improve the support service system for the main body of grain production scale management". Document No.1 of the Central Committee also stressed that it is necessary to support enterprises such as e-commerce, logistics, commerce and finance to participate in the construction of agriculture-related e-commerce platforms and carry out comprehensive demonstrations of e-commerce in rural areas.

"This is good news for the development of new farmers." Chen Liang and Zhang Ruidong, senior experts of Ali Research Institute, think that the growth of new farmers needs strong support, and the government has clearly issued support policies for new professional farmers, but there is no clear policy for new farmers. There are both overlaps and obvious differences between new farmers and new professional farmers. For example, the third-party e-commerce platform should, on the premise of fairness, give necessary entrepreneurial incentives to new farmers, including providing more training support to agricultural product sellers and rural sellers, and support them as key groups of small and micro enterprises.

"Relevant government departments should continue to increase investment, build an agricultural information network and build an e-commerce platform for agricultural products. At the same time, it is necessary to increase the e-commerce training for farmers, so that traditional farmers, professional farmers and new farmers can be’ linked’ as soon as possible, so that more young people can participate in modern agriculture. " William Wang, a professor at the Research Center of Agriculture and Rural Economy of Shandong University of Finance and Economics, suggested.

Zhang Hecheng, director of the Department of Market Economy and Information of the Ministry of Agriculture, has participated in organizing and planning mutual aid salons for new farmers in various places for many times. He enthusiastically looks forward to the future of new farmers: "New farmers are a group of agricultural enthusiasts, investors and service providers who value information, resources, mutual benefit and innovation, and are fashionable farmers. The reason why I advocate and admire new farmers is that every new farmer in today’s society is a strong good coin. We need to actively discover and admire these good coins, and finally hope to promote the healthy development and agricultural modernization of China’s agriculture from point to area. "

Dreaming of the countryside and ploughing the blue ocean. New farmers, pioneer all the way, go all the way!

Beautiful to the extreme! Weinan Fuping Iron-Striking Flowers Brilliant He Xinchun

On the evening of January 23rd, an intangible traditional skill-blacksmithing flowers-reappeared in the scenic spot of Zhonghua County, Fuping.

"Strike while the iron is hot" is to strike the molten iron into the sky with a certain dexterity by paulownia jointed board, forming a visual effect as bright as fireworks. The scene is magnificent, magnificent and very ornamental.

Fuping, while the iron is hot, is full of brilliance, He Xinchun.

Fuping, while the iron is hot, is full of brilliance, He Xinchun.

The skill of "striking iron flowers" in Liuqu Town, Fuping County, Weinan City is a precious local intangible cultural heritage. Zhang Jincai, the inheritor of Liuqu Qiongguo Sugar, an intangible cultural heritage in Shaanxi Province, said: "The average age of the old artists who play iron flowers now is 65 years old, because playing iron flowers requires a certain amount of physical strength, courage and prudence, accurate eyes and coordinated movements. Not everyone can play."

Fuping, while the iron is hot, is full of brilliance, He Xinchun.

It takes two people to strike while the iron is hot. The old artist holds a poker dipped in water, grips a small dry spoon like a coffee spoon, scoops out a spoonful of molten iron about the size of soybeans and throws it out. The other person picks up a paulownia jointed board, which is one meter long and three inches wide and put it in a bucket of ice water, and hits it forward as hard as hitting a baseball. Suddenly, it hits a starry sky with fireworks and cheers all around, adding a touch of romance to the atmosphere of the Spring Festival.

Fuping, while the iron is hot, is full of brilliance, He Xinchun.

Some public facilities in South Korea have lifted the compulsory order of "Epidemic Prevention Pass", including cram schools and cinemas.

Yonhap News Agency, Jan. 17 (Xinhua)-Kwon Dezhe, the first director (deputy director) of South Korea’s Central Disaster Safety Countermeasures Headquarters, said on the 17th that the government will temporarily lift the epidemic prevention pass (vaccination certificate and negative certificate) system for places with low risk of epidemic spread such as cram schools, reading rooms, museums, cinemas and large supermarkets from tomorrow.

Quan Dezhe said that the Korean government plans to lift the epidemic prevention pass system being implemented in places where masks can be worn at any time and saliva splashes are less. Compared with last December, the current epidemic situation has slowed down, and the capacity of the medical system has increased. It is necessary to relax the epidemic prevention permit system in places with low risks. In addition, the court recently made a completely different judgment on the epidemic prevention pass system, which caused chaos in various places and needed to be adjusted.

As a result, six types of places where epidemic prevention passes are being applied will be temporarily lifted, including reading rooms, study cafes, libraries, museums, art galleries, science and technology museums, department stores, large supermarkets, cram schools, cinemas and performance venues. However, it is forbidden to take off masks in reading rooms and cram schools, and epidemic prevention passes continue to be applied to restaurants and cafes in department stores and informal performance venues with more than 50 people.
