Cultivating and introducing leading cross-border e-commerce enterprises, strengthening the construction of cross-border e-commerce industrial parks and strengthening the role of market players are the basis for promoting the high-quality development of cross-border e-commerce. The Measures support the development of cross-border e-commerce enterprises, select a certain number of cross-border e-commerce "Kirin" enterprises, and give a one-time reward to cross-border e-commerce enterprises that enter the list for the first time, with a maximum of 2 million yuan.
At the same time, Guangzhou will also actively develop the "cross-border e-commerce+industrial belt" model and build a "one district, one characteristic" cross-border e-commerce industrial park. Select a certain number of cross-border e-commerce "Kunpeng" industrial parks (gathering areas), and reward the cross-border e-commerce industrial parks that enter the list for the first time, with a maximum of 5 million yuan.
In terms of supporting cross-border e-commerce enterprises to carry out "brand going out to sea", Guangzhou will select a certain number of outstanding cross-border e-commerce "brand going out to sea" enterprises, and give them financial support that does not exceed 50% of the promotion expenses, and the amount of support for a single enterprise does not exceed 1 million yuan per year.
Guangzhou will give full play to the advantages of the special customs supervision area and the Pilot Free Trade Zone, and expand the national railway freight trains from Guangzhou to the "Belt and Road". We will continue to expand the application of the "one port in the Bay Area" model and simplify the customs clearance procedures for foreign trade goods ports. If a cross-border e-commerce enterprise leases a special customs supervision area to carry out cross-border e-commerce business, it will be given financial support of not more than 30% of the rent, and the annual support amount of a single enterprise will not exceed 1.5 million yuan.
In order to increase financial support for cross-border e-commerce, the Measures propose to support financial institutions to provide efficient, convenient and safe cross-border fund settlement services for cross-border e-commerce enterprises; Support banks to connect with China (Guangzhou) international trade single window sunshine foreign exchange collection and settlement system, and conduct online cross-border foreign exchange collection with China (Guangzhou) international trade single window export data; Support qualified foreign comprehensive service enterprises to collect foreign exchange for cross-border e-commerce, and encourage financial institutions to carry out cross-border RMB business.
In terms of increasing the introduction of cross-border e-commerce talent training, the Measures encourage qualified ordinary universities, vocational colleges and technician colleges to set up cross-border electronic commerce majors, and provide policy support in terms of technical and technical talent training, professional curriculum setting, vocational skill level identification and platform construction of production-education integration training demonstration base.
In 2023, the import and export volume of cross-border e-commerce in Guangzhou reached 200 billion, and the import and export scale of cross-border e-commerce in the city increased by 136 times in nine years, ranking first in the country for nine consecutive years. With the promulgation of the "Measures", the city card of "Cross-border E-commerce City" in Guangzhou will become brighter and brighter.
